On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, to solicit comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and people.
In the draft documents submitted to the 14th Congress, there is Appendix 5 on summarizing Party building work during the 13th Congress term and the Directions, tasks, and solutions for Party building work during the 14th Congress term.
Appendix 5 has a structure of 2 sections, including: Results of Party building work during the 13th Congress term; directions, tasks, and solutions for Party building work during the 14th Congress term.
Affirming breakthroughs and excellence in leadership, direction and implementation
In the results of Party building work during the XIII Congress term, Appendix 5 presents the implementation of 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the XIII Congress, especially a number of revolutionary and epochal policies and tasks that the Party Central Committee, the Politburo, the Secretariat, headed by the General Secretary , have focused on leading and directing with a very new, drastic, effective, comprehensive, synchronous and profound implementation method, achieving very important results, creating a foundation for our country to firmly enter a new era, an era of striving to develop richly, strongly and prosperously.
Appendix 5 provides specific assessments of the results of the Party's political building work, ideological building work, ethical building work, and mass mobilization work during the 13th Congress term.
According to the Appendix, the innovation, improvement of the organizational apparatus and improvement of the operational efficiency of the political system continued to be focused on by the Central Committee and Party committees and organizations at all levels with high political determination, achieving very important results.

In particular, since October 2024, on the basis of inheriting the results of 7 years of implementing Resolution 18, the Central Executive Committee, the Politburo , and the Secretariat have carefully studied, with a strategic vision and long-term orientation, and established an overall model of the political system; the arrangement and streamlining of the apparatus organization has been widely implemented, including the internal structure of agencies and organizations at both the central and local levels; adjusting provincial administrative boundaries, organizing 2-level local governments, not organizing at the district level, merging commune-level administrative units with the largest scale in modern history, reflecting the determination to reform the apparatus organization of the political system in a fundamental, strong, and historically significant manner.
To implement the new organizational model, in a very short time, we have synchronously revised, supplemented, and newly promulgated the system of Party regulations, the Constitution, laws, etc., creating a solid political and legal foundation for the apparatus to operate normally, continuously, and smoothly, contributing to paving the way for development creation.
The work of dissemination and implementation has been strongly innovated. The work contents have been led and directed to be implemented urgently, resolutely, synchronously, democratically, scientifically, and highly effectively, ensuring the leadership of the Party, the management of the State, the supervision of the people, maintaining principles, complying with regulations, and steadfastly and persistently pursuing the set goals; up to now, the entire political system has completed all goals and exceeded the set schedule with a huge amount of work being deployed promptly.
The results achieved in recent times have affirmed the breakthrough and superiority in leadership, direction and implementation:
(1) The organizational system, Party, State, Fatherland Front agencies, and socio-political organizations from the central to local levels are reorganized synchronously, streamlined, effectively, and efficiently.
(2) End the activities of party delegations and party executive committees, establish new party committees at the central and provincial levels; reduce many agencies and units directly under the central and provincial levels and internal focal points.
(3) Organize administrative units according to the new model simultaneously with merging provincial and commune-level administrative units; merge and reduce 29 provincial-level administrative units, reduce 7,277 commune-level administrative units, do not organize district-level administrative units; reorganize the local military and police system, inspectorates, courts, procuracies, agencies and units of vertical management, arrange local party organizations in sync with agencies, units and organizations of the political system according to the model of organizing 2-level administrative units; arrange socio-political organizations and mass associations assigned by the Party and State to be directly under the Fatherland Front at all levels.
(4) Synchronously promulgate policies and regulations of the Party, laws of the State, regulations of the Fatherland Front and organizations, ensuring full political and legal basis when implementing the arrangement; functions, tasks, and organizational apparatus of agencies and organizations are researched, promulgated, supplemented, and amended comprehensively, promptly, and appropriately, ensuring that agencies, units, organizations, cadres, civil servants, and public employees operate continuously and smoothly, contributing to improving efficiency, effectiveness, and efficiency, without interrupting work, leaving tasks, areas, and fields vacant, and affecting the normal activities of agencies, units, organizations, society, and people before, during, and after the arrangement.
At the same time, the Politburo and the Secretariat focused on leading, directing and orienting the Party committees directly under the Central Committee, the departments, ministries, branches, agencies and units at the Central level to develop plans and roadmaps to continue streamlining public service units, schools, educational institutions, medical facilities, state-owned enterprises and reorganizing the internal agencies and organizations in the political system. Promote decentralization and delegation of power in a modern direction, close to the people and the grassroots.
The implementation of streamlining the payroll associated with improving the quality of the staff has had a clear change, achieving the set goals, contributing to saving the State budget. Regimes and policies for cadres, civil servants, public employees, and workers affected by the implementation of organizational restructuring, staff streamlining, and cadres not old enough to be re-elected have been issued and implemented promptly, creating favorable conditions in the process of arranging, gradually restructuring and improving the quality of cadres, civil servants, and public employees of the political system.
The results of the revolution to streamline the apparatus of the political system show that this is a very correct and accurate policy, originating from a strategic vision for long-term national development, of historical significance, supported by cadres, party members, and the people, and highly appreciated by international public opinion; agencies, units, and organizations in the political system, especially the 2-level administrative apparatus at the local level, ensure streamlining, effective and efficient operations, close to the people, close to the grassroots, basically smooth, stable, and better serve the people.
Personnel work is given special attention and has many innovations.
According to Appendix 5, personnel work is given special importance, with many innovations, contributing to the gradual development of a team of officials at all levels. Many policies and solutions on personnel work are institutionalized and specified by regulations, rules, and procedures to ensure consistency, democracy, transparency, and strictness.
Conducting fundamental, comprehensive and synchronous revisions and promulgation of regulations on personnel work: planning, management decentralization; standards and criteria for evaluating personnel; system of titles and positions; political theory training; internal political protection...; focusing on important stages such as regular and continuous evaluation of personnel; the work of evaluating personnel is increasingly democratic, objective and substantive; linking the evaluation of qualities, capacities and prestige of personnel with assigned responsibilities and tasks, specific products, promptly replacing weak personnel; Orienting the number of deputies of agencies and organizations in the political system, the number of executive committee members, standing committee members, deputy secretaries of provincial and municipal party committees for the 2025-2030 term to ensure consistency and unity in the number of party committee members and deputy secretaries among localities, agencies, organizations and units in the political system in accordance with reality and not equalizing, taking into account the specific characteristics of units implementing mergers and acquisitions...
In particular, for the first time, 100% of the arrangements for provincial and municipal Party secretaries and heads of commune-level inspection committees were completed who were not local people; 50% of provincial-level inspection committee heads were not local people and the arrangement for heads of provincial-level inspection committees who were not local people was ensured from the beginning of the 2025-2030 term was completed; a plan was developed to arrange personnel for Chairmen of the People's Committees of provinces and cities, and Chief Inspectors of provinces and cities who were not local people during and after the 14th National Party Congress.
Along with the directions, tasks, and solutions for Party building work during the 14th Congress term, Appendix 5 states that we will continue to concretize and resolutely and synchronously implement the three breakthroughs identified in the documents of the 13th Party Congress. The three breakthroughs include:
Improve the capacity for self-innovation and self-improvement to enhance the effectiveness and efficiency of the Party's leadership and governance, consolidate and strengthen the people's trust. Focus on perfecting institutions, improving the capacity to formulate Party policies and guidelines; innovate the formulation, promulgation and implementation of Party policies and guidelines, especially the issuance of resolutions. Promote administrative reform within the Party, create a breakthrough in digital transformation in Party building work, focus on promoting and creating a foundation for the formation of a synchronous digital ecosystem to serve the Party's activities, strengthen the building and rectification of the Party and a clean and strong political system.

Effectively deploy the organization of the political system according to the new model to ensure smooth operation, meeting the requirements and tasks of national development in the new era. Continue to strongly innovate the work of cadres to ensure objectivity, democracy, substance and efficiency, especially the work of appraisal and evaluation of cadres in accordance with the policy of "some in, some out," "some up, some down"; focus on improving the quality of cadres at all levels, especially strategic-level cadres and grassroots-level cadres with advanced thinking and management capacity, suitable to the new organizational model and the requirements of breakthrough development of the country; innovate thinking, perfect mechanisms and policies to discover, attract and make use of talents, especially in strategic and key sectors and fields, encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest as a driving force for the rapid and sustainable development of the country.
Strengthening discipline, order, promoting decentralization, and strictly and effectively controlling power. Paying special attention to the Party's inspection, supervision, and discipline work; resolutely and persistently promoting the fight against corruption, waste, and negativity.../.
