Consulting people on draft documents of the 14th National Party Congress

Speaking at the press conference, comrade Lai Xuan Mon said that at today's press conference, draft documents for public consultation will be announced, including: Political report of the 13th Party Central Committee at the 14th National Congress of the Party with the theme "Under the glorious flag of the Party, joining hands and unanimity to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, confidence, moving forward in the era of the nation's rise for peace , independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism"; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report summarizing 5 years of implementing the Party Charter for the period 2021 to 2025 and proposing directions for supplementing and amending the Party Charter.

"The collection of opinions and contributions from National Assembly deputies, the Fatherland Front, socio -political organizations, mass organizations, officials, party members and people will be held from October 15 to November 15, 2025" - informed the Deputy Head of the Central Propaganda and Education Commission.

The announcement of the collection of comments on the draft documents to be submitted to the 14th National Party Congress aims to gather and promote the people's wisdom and mastery to contribute to the Party in formulating important guidelines, policies and decisions of the country, contributing to improving the quality of draft documents, consolidating and fostering people's trust in the Party, making the Party's ideas consistent with the people's will. Through that, it creates a high level of unity in awareness, action and determination for the entire Party, people and army to successfully implement the Resolution of the 14th National Party Congress.

To ensure the widespread, comprehensive and practical publication and implementation to all classes of people and our compatriots abroad, Deputy Head of the Central Propaganda and Mass Mobilization Commission Lai Xuan Mon requested press agencies to disseminate information and propagate the contents and issues. The Organizing Committee will provide information focusing on clarifying the process of building and perfecting the draft documents; important contents, core new points, breakthroughs; issues that need to focus on asking for people's opinions; methods of collecting opinions, core contents, and key points that need to be collected. Collecting opinions must be comprehensive based on the Central's guiding viewpoint of being open-minded, listening, thoughtful, receptive and explaining specifically.

"The Central Propaganda and Mass Mobilization Commission will synthesize all comments from cadres, party members, people at home and overseas into the draft document to be submitted to the 14th National Party Congress. Regarding the method of synthesis, the Central Propaganda and Mass Mobilization Commission has developed forms and provided instructions according to regulations," informed comrade Lai Xuan Mon.

These documents are elaborately, scientifically, concisely and practically constructed; demonstrating innovative thinking and strategic vision for national development. In particular, three strategic breakthroughs in institutions, infrastructure and human resources are concretized in new conditions, emphasizing digital transformation, green transformation, regional connectivity, smart cities and cultural economy, knowledge economy.

Three documents were published for comments, including: Draft Political Report of the 13th Central Executive Committee presented at the 14th National Party Congress, titled: "Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; strategic autonomy, self-reliance, self-confidence, and strong progress in the era of national growth; for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steady progress towards socialism".

Responding to reporters' questions at the press conference about the subjects participating in giving opinions, Comrade Lai Xuan Mon said that they are cadres, party members, people of all walks of life and our compatriots abroad. The form of collecting opinions is through 3 ways: Organizing to collect opinions through conferences or seminars; through the VNeID application; through letters of comments and reports from agencies and delegates.

For the Central Committee of the Vietnam Fatherland Front and socio-political organizations at all levels, the collection of opinions is carried out according to their own system. Party committees at all levels and press agencies at the central and local levels receive letters of comments sent by the people. The Ministry of Public Security coordinates with the Central Party Office, the Central Propaganda and Education Commission and relevant units to collect opinions from cadres, party members and people on draft documents submitted to the 14th National Party Congress on the VNeID application. Vietnamese representative agencies abroad receive letters of comments from overseas Vietnamese.
