Speaking at the opening of the Congress, comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Dien Bien Provincial Party Committee, affirmed: The 15th Dien Bien Provincial Party Congress is a particularly important political event, marking a new milestone in the process of building and developing the Party Committee, government and people of all ethnic groups in Dien Bien province. The Congress has the task of summarizing the implementation of the Resolution of the 14th Provincial Party Congress, term 2020-2025 and determining the directions, goals and tasks for the term 2025-2030; discussing and contributing opinions to the draft documents of the 14th National Congress of the Party; electing the 15th Provincial Party Executive Committee, term 2025-2030 and electing the delegation of the Provincial Party Committee to attend the 14th National Congress of the Party.

Strive to complete and exceed targets

Over the past 5 years, despite many difficulties and challenges, the Party Committee, government, army and people of all ethnic groups in Dien Bien province have united and strived to achieve many comprehensive results in all fields: The economy grew by an average of 8.76% per year; GRDP was more than 17,230 billion VND; average income per capita was 54 million VND/year, an increase of more than 62% compared to 2020. The economic structure shifted in the right direction; budget revenue reached 2,062 billion VND; total social investment capital was over 81,800 billion VND, an increase of 72% compared to the previous period.

Deputy Secretary of the Provincial Party Committee Tran Tien Dung presented a summary of the draft Political Report of the 14th Provincial Party Executive Committee (term 2020 - 2025) to be submitted to the 15th Provincial Party Congress, term 2025 - 2030.

Agriculture was restructured, food output was nearly 295 thousand tons, forest coverage reached 45.5%. Industry grew more than 10%/year; trade and services developed strongly, revenue was more than 28 thousand billion VND; tourism welcomed 5.5 million visitors, revenue was 9,400 billion VND. Cultural and social fields made remarkable progress, with 80% of schools meeting national standards, health insurance covering 98% of the population, the poverty rate reduced to 17.66%. National defense and security were maintained, foreign relations expanded. The province completed and exceeded 18/18 targets of the 14th Congress Resolution, creating a solid foundation for the new development period 2025-2030.

The political system and two-level local government apparatus are arranged in a streamlined, strong, effective, efficient, and effective direction, better serving people and businesses, and contributing to local development.

In particular, focus on improving the quality, efficiency and sustainable development of agriculture and forestry on the basis of promoting the application of scientific and technological advances, digital transformation in production, processing and consumption of products.
