Implementing the direction of Prime Minister Pham Minh Chinh at the 16th meeting of the National Steering Committee on combating illegal, unreported and unregulated (IUU) fishing, on October 16, Comrade Nguyen Quynh Thien, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee chaired a meeting on the content of the report on the quality of using services and vessel monitoring equipment (VMS) on fishing vessels.

Over the past time, the monitoring of fishing vessels has been basically stable. All suppliers have focal points to keep in touch with the Department of Fisheries, Fisheries and Sea and Islands; cooperate in handling fishing vessels that have lost connection according to regulations. The whole province has 4,650 fishing vessels, of which 2,264 are required to install monitoring equipment, 2,241 have installed monitoring equipment. Currently, there are 9 suppliers of services and monitoring equipment on fishing vessels in Vinh Long province (as of September 26).
Loss of connection from 6 hours to less than 10 days: in 2024 there were 4,550 fishing boats; in 2025 there were 3,331 fishing boats. Loss of connection for more than 10 days: in 2024 there were 23 fishing boats, in 2025 there were 12 fishing boats. Network operators with a high rate of ships losing connection for more than 6 hours at sea are: VNPT, Binh Anh, Viettel , Zunibal...

The reasons for losing connection from 6 hours to less than 10 days are related to power sources, equipment, and the cause is unknown (because the ship owner has just been reminded and the ship has a signal again; or the ship is brought back to shore 10 days in advance, and the ship's position is reported but not completely), related to transmission lines, service fees, other causes such as accidents, weather effects, etc.
At the meeting, localities, fishing boat owners, and network operators presented the reasons for losing VMS connection, difficulties in using connection services, and proposed and recommended a number of solutions to overcome the situation of fishing boats losing VMS connection signal.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee - Nguyen Quynh Thien requested relevant units to coordinate closely, control and manage the loss of VMS connection, network providers providing VMS satellite equipment and services must ensure the quality of equipment and services; promptly support fishing boat owners to repair and troubleshoot equipment when requested; have policies to support and encourage fishermen to use services, install voyage monitoring equipment...
