According to the Department of Finance of Dong Nai province, after the merger, Dong Nai province only has 2,788 headquarters, and up to now has arranged 2,572 working headquarters for 337 agencies and units in the province.
Recently, the Ministry of Finance temporarily handed over 24 real estate facilities in Dong Nai province to the local authorities for management and use, bringing the total number of surplus headquarters in Dong Nai to 240 real estate facilities.
Up to now, 133/240 real estate facilities have been handled, including: handling the transfer of 42 headquarters; submitting to the Provincial People's Committee to transfer 91 surplus real estate facilities that are no longer in use to the Dong Nai Provincial Land Fund Development Center for management and exploitation according to regulations; for the remaining 107 surplus real estate facilities in the province, the Department of Finance is coordinating with units to carry out procedures for handover, acceptance and transfer to registered receiving units.
Dong Nai Province Department of Finance said that the previous commune and ward headquarters were built according to the old model, small area, many places were degraded, did not meet the need for centralized work, had to maintain dispersed activities; some were in disadvantageous locations, causing difficulties in handling administrative procedures for people.
Most of the surplus headquarters are concentrated in the old Binh Phuoc province, including many large-scale headquarters. Transferring and arranging for use is difficult because the scale exceeds actual needs, while maintenance and operating costs are very high, beyond the balance capacity of the receiving units.
Most of the administrative headquarters at district and commune levels were previously built according to the old model, with small areas according to office working standards. Currently, if the function is converted to local public purposes such as medical facilities, education, libraries, parks, cultural and sports facilities, etc., many limitations arise. For example, for health care, there are no waste treatment areas, laboratories, isolation systems, etc. For education, there is no guarantee of minimum area for an educational facility, no laboratories, lack of training grounds, multi-purpose buildings, etc.

Dong Nai Department of Finance proposed a solution in the near future, reviewing and adjusting land use planning according to the orientation of local socio-economic, urban, cultural, educational and health development; considering converting functions or usage goals for effective exploitation, associated with the orientation of urban infrastructure development, creating land funds for key projects and public works.
In addition, continue to review and prioritize central land funds to arrange military command headquarters and commune-level police, ensuring convenient area and location for coordination, situation handling and meeting national defense and security requirements.
For surplus land that is no longer needed for long-term use for public purposes and is not attached to headquarters or public assets, the Dong Nai Provincial Land Fund Development Center shall auction land use rights according to regulations.
For surplus facilities and schools in remote, mountainous areas that are no longer suitable for use and have no need to be received, demolition and destruction of assets attached to the land will be carried out, and the People's Committee at the commune level or the Provincial Land Fund Development Center will be assigned to manage them according to the law, avoiding waste and creating conditions for more effective land fund exploitation.
