Mr. Tran Trong Nghia said that on August 19, the People's Committee of Saigon Ward inspected the construction project at 125 Hai Ba Trung, Saigon Ward. After the inspection, the ward noted the need for repairs because the project is located in the core area, adjacent to relics and works on the list of relic inventories such as the Ho Chi Minh City Post Office , Notre Dame Cathedral, etc.

After that, the Department of Culture and Sports of Ho Chi Minh City sent a response letter to Saigon Ward stating that the construction at 125 Hai Ba Trung Street, Saigon Ward has not been classified as a relic and is not on the list of relics in the city. Therefore, the investor must renovate the above construction in accordance with the provisions of the law on construction. However, the construction at 125 Hai Ba Trung Street, Saigon Ward is located in the core area, adjacent to relics and constructions on the list of relics in the inventory such as Ho Chi Minh City Post Office, Notre Dame Cathedral, etc. Therefore, the Department of Culture and Sports of Ho Chi Minh City requested Ho Chi Minh City Telecommunications to note that the colors and exterior decorations must be harmonious and avoid contrasting with the surrounding relics.

This unit applied for a license for a branch at 125 Hai Ba Trung, stating that it is the Russian market trade center. Maybe that makes people confused and misunderstand that it is a market. After checking the documents, we requested to remove the sign "Russian market", in accordance with the Advertising Law", said Mr. Tran Trong Nghia.

Mr. Nguyen Ngoc Hoi - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City emphasized the issue that has attracted public attention because the Russian market was opened next to Nguyen Van Binh book street. This location is in the core area, adjacent to relics and works on the list of relic inventories. "We have a plan to invite the Ho Chi Minh City Book Street Company, the Ho Chi Minh City Department of Finance, the Ho Chi Minh City Department of Industry and Trade, the People's Committee of Saigon Ward... and the Ho Chi Minh City Party Committee's Propaganda Department to participate and resolve this matter early next week," said Mr. Hoi.

In recent days, the opening of the Russian market at the Ho Chi Minh City Telecommunications building (125 Hai Ba Trung, Saigon Ward, Ho Chi Minh City), located in the Nguyen Van Binh Book Street area and next to the Ho Chi Minh City Post Office, has caused mixed public opinion.

According to the previous announcement, from October 1, 2025, Nga Market will move to 125 Hai Ba Trung (Sai ​​Gon Ward, Ho Chi Minh City), replacing the old address at 328 Vo Van Kiet (now Cau Ong Lanh Ward, Ho Chi Minh City). Many opinions say that the arrangement of business activities here is inappropriate.

On October 6, the Department of Culture and Sports of Ho Chi Minh City held a meeting to record opinions from relevant parties. At the meeting, Mr. Do Ngoc Hung - representative of Ho Chi Minh City Telecommunications said that Ho Chi Minh City Telecommunications leased business premises to units based on legal grounds.

Mr. Nguyen Minh Nhut - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City, said that although this building has not been classified as a relic, it is located in the core area adjacent to the heritage, so any activity needs to consider the impact on the general cultural landscape of the area.

The Department said it had held two working sessions with relevant parties regarding the opening of the Russian market at the Ho Chi Minh City Telecommunications Building. Next week, the Department will continue to invite parties to resolve this matter.
