Convenience when examining and treating patients with chip-embedded citizen identification cards
From early morning, the waiting area for medical examination at the Examination Department, Dong Hoi Regional General Hospital (DGH) was crowded with people, but thanks to the thoroughly improved process, the procedures have become quick and convenient. Mr. Nguyen Van Thu, in Hien Ninh village, Quang Ninh commune, shared: “Previously, we had to bring paper health insurance cards and the registration procedure took a lot of time. Now, the procedures are done quickly, the reception staff enthusiastically guides the operations. Even once, I forgot to bring my card, just use the VNeID application on my phone, it is really convenient”.
Dr. Nguyen Thi Thanh, Head of the Examination Department, Dong Hoi Regional General Hospital, said: “On average, the hospital has about 500 people coming for medical examination and treatment every day. Through the implementation of health insurance examination and treatment using chip-embedded citizen identification cards (CCCD) and VNeID application, the time for receiving patients has been shortened, and data has been synchronized between the Social Insurance agency and medical facilities. Currently, the hospital has achieved a rate of over 95% of health insurance examinations using CCCD or VNeID. We strive to reach a rate of 100% by the end of this year.”

To achieve this success, the Social Insurance sector has proactively and successfully connected with the national database (CSDLQG) on population and closely coordinated with the Ministry of Public Security to review and clean data. In Quang Tri, as of August 31, 2025, there were 1,400,485 people participating in social insurance, health insurance, and unemployment insurance (BHTN); of which 1,391,249 people had their data cleaned and their personal identification code/CCCD updated, reaching a rate of 99.4%. 100% of medical facilities have implemented the acceptance of health insurance medical examination and treatment using chip-embedded ID cards. The system has received more than 3.1 million patients with chip-embedded ID cards, with a success rate of 85.3%. This convenience not only satisfies people but also significantly reduces administrative pressure on medical facilities.
Director of Hai Lang Regional Medical Center Ho Van Loc informed: “In implementing Project 06, the center has applied information technology in the entire management process and professional activities of medical examination and treatment, from the reception stage to examination, paraclinical services to drug dispensing. Thanks to that, despite the large number of patients, medical examination and treatment procedures are carried out more quickly, accurately and strictly than before.”
Digitalization of public services and cashless payments
The provincial Social Insurance also promotes the integration and provision of online public services on the National Public Service Portal, bringing many benefits: Fully digitizing many important services such as renewing household health insurance cards, registering births - registering permanent residence, issuing health insurance cards for children under 6 years old and registering deaths, deleting permanent residence registration, supporting funeral expenses, funeral allowances, connecting driver health insurance data. By August 31, 2025, the whole province had issued health insurance cards to 37,258/37,258 children under 6 years old, reaching 100%.
Along with procedural reform, the payment of social insurance benefits without using cash has also achieved many positive results. By August 2025, the rate of pension and monthly allowance payments via ATM accounts reached 77.37%. One-time social insurance and unemployment benefits reached 100% payment via accounts. Mr. Ngo Minh Canh, in sub-area 11, Dong Hoi ward, shared: "Realizing that receiving pensions via ATM cards is more convenient, I switched from receiving directly at the post office to receiving via card."
An indispensable tool in digital transformation is the VssID application - Digital Social Insurance. As of August 15, 2025, Quang Tri Provincial Social Insurance has synchronized health insurance card information into the National Population Database at a rate of 99.93%, developed more than 610,000 personal electronic transaction accounts on the VssID application, reaching a rate of 43.57% of participants.
In addition to the achieved results, the implementation of Project 06 still has difficulties such as the limited non-cash payment infrastructure system in rural areas, the majority of pension and benefit beneficiaries are elderly people so access to technology is limited, and data on pension and social insurance benefit beneficiaries has not been thoroughly standardized.
Deputy Director of the Provincial Social Insurance, Nguyen Van Dung, said: “Taking people and businesses as the subject and service center, the Social Insurance continues to closely coordinate with the Provincial Police to review, update, and verify information of participants with the National Population Database, promoting cashless payments for pensioners and social insurance beneficiaries. Continue to simplify administrative procedures and provide online public services, at the same time widely deploy the VssID application - Social Insurance number and promote health insurance treatment by chip-embedded ID card/VNeID throughout the province. The overall goal is to improve the digital capacity of officials and perfect the system, bringing maximum convenience to people and businesses.”
With the strong direction and consensus of the entire system, the provincial Social Security continues to strive towards building a modern and convenient social security system, ensuring that all people's rights are resolved quickly and transparently, contributing to the sustainable development of the locality.
