The Department of Trade Remedies (DOC) said that the US Department of Commerce (DOC) has announced an extension of the time limit for issuing the final conclusion on the investigation into the product scope; the time limit for issuing the preliminary conclusion and the final conclusion on the investigation into the evasion of trade defense tax on wooden cabinets imported from Vietnam.
According to the announcement of the US Department of Commerce, the final conclusion of the product scope review investigation is expected to be issued on October 2, 2023. For the tax evasion investigation, DOC has also continued to extend the time to issue the preliminary and final conclusions of the case to October 16, 2023 and January 15, 2024.
Previously, on March 17, 2023, the US Department of Commerce issued a preliminary conclusion on the investigation into the product scope of wooden cabinets imported from Vietnam to the United States. Accordingly, the product has door components, drawer panels and wooden frames manufactured in China, then assembled in Vietnam and combined with cabinet panels and drawer boxes manufactured in Vietnam: within the scope of the original tax order with China;
Products with doors, drawer fronts and wooden frames are semi-finished products manufactured in China, then further processed in Vietnam and combined with cabinet wood boxes and drawer boxes manufactured in Vietnam; products with semi-finished details of doors, drawer fronts and wooden frames (including belts, pillars, boards) manufactured in China, then further processed in Vietnam and combined with cabinet wood boxes and drawer boxes manufactured in Vietnam: not enough information to conclude;
The footboard is manufactured in China and combined in Vietnam with other necessary components to form a complete wooden cabinet in Vietnam: not subject to the original duty order with China.
Since April 2020, the United States has imposed anti-dumping and anti-subsidy taxes on wooden cabinets originating from China with anti-dumping tax rates ranging from 4.37% to 262.18% and anti-subsidy tax rates ranging from 13.33% to 293.45%.
On May 24 and June 7, 2022, DOC initiated product scope investigations and trade defense duty evasion investigations against wooden cabinets imported from Vietnam, respectively.
