Talks between the Delegation of Lai Chau province and the Delegation of Udomxay province

(laichau.gov.vn) This afternoon (October 12), in Lai Chau province, a meeting took place between the delegation of Lai Chau province and the delegation of Udomxay province (Lao People's Democratic Republic). Comrades: Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lai Chau province; Vong Sa Van Xay Nha Vong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Udomxay province co-chaired the meeting.

Attending the meeting were representatives of leaders of departments, branches and sectors; Party Secretaries of Doan Ket and Tan Phong wards of Lai Chau province and members of the Delegation of Udomxay province.

Speaking at the meeting, Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lai Chau province emphasized that Lai Chau province is very pleased to welcome the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Government Committee Udomxay and the delegation to visit and work in Lai Chau province. In recent times, the Vietnam - Laos relationship has continued to develop positively, closely and trustfully in many fields; high-level agreements between the two Parties and the two States have been effectively implemented, contributing to maintaining the exemplary, loyal and pure relationship between the two brotherly countries. For Lai Chau province and Udomxay province, over the past years, the friendship and cooperation between the two sides have been continuously maintained, consolidated, enhanced and developed.

The Chairman of Lai Chau Provincial People's Committee also provided general information on the natural conditions and socio -economic development of Lai Chau province: It is a northwestern border province of Vietnam, with 265.165 km of border line bordering Yunnan province, China; natural area of over 9,000 km2; population of over 490 thousand people with 20 ethnic groups living together, ethnic minorities account for over 84%. From July 1, 2025, Lai Chau province has officially organized a two-level government model (province and commune), with 38 communes and wards (36 communes, 2 wards). The two-level government model initially showed positive effects in enhancing transparency, simplifying administrative procedures, improving people's satisfaction and promoting administrative reform, contributing to creating a more favorable business environment. In the coming time, to continue promoting the traditional friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, Lai Chau province wishes to work with Udomxay province to focus on a number of contents: Strengthening friendly exchange activities, information exchange, sharing experiences in arranging and streamlining the apparatus; strengthening economic cooperation; promoting cultural cooperation, coordinating the organization of people-to-people exchange activities, cultural exchanges to contribute to promoting the unique cultural features of each side; promoting tourism development, encouraging and creating conditions for businesses of both sides to cooperate in forming tourism tours from Lai Chau province to Udomxay province and vice versa; continuing to coordinate to improve the quality of human resource training in accordance with the actual conditions of each province.

The Chairman of Lai Chau Provincial People's Committee expressed his belief that together with Udomxay province, he will continue to inherit, foster and develop the traditional friendship, special solidarity and comprehensive cooperation between the two Party Committees, Governments and People of Lai Chau and Udomxay provinces, actively contributing to the cause of national construction and protection of each country.

Speaking at the meeting, Comrade Vong Sa Van Xay Nha Vong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Government Committee of Udom Xay thanked the leaders of Lai Chau province for their warm welcome to the working delegation. Congratulating the achievements of Lai Chau province in the 2020 - 2025 term, Comrade Vong Sa Van Xay Nha Vong expressed that the two provinces have similarities in culture, foreign affairs, ethnicity... which are conditions and opportunities for the two sides to have exchanges and cooperation in the coming time.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Government Committee of Udomxay also informed at the meeting about the basic contents of Udomxay province regarding the strategies that the provincial government has proposed, especially the four pillars in the socio-economic development of the province. At the same time, he expressed that at this meeting, the delegation of Udomxay province wishes to learn and share experiences on the tasks, powers and leadership, direction and operation of the Provincial Party Committee Secretary and the Chairman of the Provincial People's Committee; experiences in coordination, consulting and assisting the Standing Committee of the Provincial Party Committee and the leadership of the Provincial People's Committee of the Provincial Party Committee Office, the Provincial People's Committee as well as experiences in decentralizing management between the province and the commune to ensure smooth, quick and effective work from the grassroots.

Comrade Vong Sa Van - Xay Nha Vong emphasized that Lai Chau's experience in administrative reform, decentralization, streamlining the apparatus and applying technology in management are valuable lessons for U Dom Xay to study and apply appropriately to actual conditions. At the same time, he believed that the meeting would not only contribute to strengthening the cooperative relationship between the two localities, but also continue to affirm the special friendship and solidarity between Vietnam and Laos, and between the people of Lai Chau and U Dom Xay provinces.

At the meeting, the two sides discussed and exchanged the specific tasks and powers of the Provincial Party Secretary and the Chairman of the Lai Chau Provincial People's Committee; coordination in leadership and direction of the work of the Provincial Party Secretary and the Chairman of the Provincial People's Committee; advantages and difficulties in coordination, consulting and assisting of office agencies; experience in decentralizing management between the province and communes to ensure that work is carried out smoothly, quickly, with quality and efficiency, and promptly resolving issues right at the grassroots level...

Concluding the meeting, comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lai Chau province summarized all the contents exchanged and discussed at the meeting and emphasized that Lai Chau province is always ready to share experiences and support Udomxay province in areas where the province has conditions and practical experience, especially in administrative reform, organizational apparatus, and capacity building of local governments. He expressed his belief that the contents agreed upon by the two sides at today's meeting will soon be materialized in practical actions, contributing to further promoting the great friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Vietnam and Laos, increasingly strong and developing to new heights.
