Urgently pay policies and regimes for cases with decisions to quit before August 31, 2025

On September 26, 2025, the Politburo and the Secretariat issued Conclusion No. 195-KL/TW on the situation and performance of the political system and local government apparatus at two levels, requiring the completion of policy and regime payments according to Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) before October 15, 2025 for cases that had a decision to retire before August 31, 2025.

Strictly implementing the Conclusion of the Politburo and the Secretariat, on September 29, Deputy Head of the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government organization model of the Government, Minister of Home Affairs Pham Thi Thanh Tra sent a document to the Party Committees at the Central level; agencies of the National Assembly; Central Committee of the Vietnam Fatherland Front; Office of the President; Supreme People's Court; Supreme People's Procuracy ; State Audit; ministries, ministerial-level agencies, agencies under the Government; Provincial Party Committees, City Party Committees, People's Committees of provinces and centrally run cities. In which, it requested the heads of ministries, departments, branches and localities to urgently pay policies and regimes for cases that have decided to quit their jobs before August 31, 2025 according to the guidance of the Ministry of Finance (according to document No. 15041/BTC-KTN), ensuring completion before October 15, 2025. During the implementation process, if there are any difficulties or problems, ministries, departments and branches should consult the Ministry of Finance for guidance.

Heads of ministries, departments, branches and localities direct agencies, organizations and units to uphold the sense of responsibility in implementing policy and regime payments; review and review the responsibilities of agencies, organizations, units and individuals who intentionally cause difficulties in delaying policy and regime payments.

The Deputy Head of the Steering Committee requested ministries, departments, branches and localities to report the results of the implementation of policy and regime payments to the Steering Committee (through the Ministry of Home Affairs and the Ministry of Finance ) no later than 4:00 p.m. on October 14, 2025 for synthesis and reporting to competent authorities as prescribed. After the above deadline, if the Steering Committee does not receive reports from ministries, departments, branches and localities, the ministries, departments, branches and localities must be responsible to the Politburo and the Secretariat for the results of the implementation of tasks of agencies, organizations and units under their management.

Document No. 15041/BTC-KTN of the Ministry of Finance stated that the Politburo and the Secretariat require the payment to be completed before October 15, 2025 for those who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented by Decree No. 67/2025/ND-CP) and have decided to retire early or quit their jobs before August 31, 2025.

To ensure proper implementation of the direction of the Politburo and the Secretariat in Conclusion No. 195-KL/TW, the Ministry of Finance requests ministries, ministerial-level agencies, government agencies; other central agencies; People's Committees of provinces and cities to urgently complete the payment of policies and regimes before October 15, 2025 for subjects who retire early or quit their jobs according to the provisions of Decree No. 178 and Decree No. 67 that have been approved by competent authorities before August 31, 2025 but have not been paid.

For subjects retiring before the age, resigning from work according to the provisions of Decree No. 178 and Decree No. 67 at ministries, ministerial-level agencies, government agencies; other central agencies that have been approved by competent authorities before August 31, 2025 but have not yet had a source of payment, the Ministry of Finance requests to urgently review and propose the remaining funding amount, send it to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for additional funding according to the provisions of law.

For subjects who retire early or quit their jobs as prescribed in the above 2 Decrees and have been approved by competent authorities at the local level before August 31, 2025, localities shall proactively use local budget sources and central budget sources that have been supported (if any) to pay according to regulations. In case of lack of resources, localities shall send reports to the Ministry of Finance before October 1, 2025 for synthesis and submission to competent authorities for consideration and decision on additional funding according to regulations.

Ministries, ministerial-level agencies, Government agencies; other central agencies; People's Committees of provinces and centrally-run cities are responsible for directing financial agencies and budget-using units to urgently arrange sufficient budget estimates and complete procedural documents according to regulations to send to the State Treasury to make payments and disbursements, ensuring completion before October 15, 2025.

While waiting for competent authorities to supplement funding, agencies and units shall proactively use the assigned budget sources to promptly pay regimes and policies to subjects as prescribed in Point d, Clause 1, Article 5 of Circular No. 07/2025/TT-BTC dated January 24, 2025 of the Ministry of Finance.

During the implementation process, if any difficulties or problems beyond their authority are recorded, ministries, agencies and localities shall promptly report to the Ministry of Finance and the Ministry of Home Affairs for coordination and resolution.
