
Delegates agreed on the need to amend the 2021 Law on Drug Prevention and Control to institutionalize the Party's policy on drug prevention, control and combat; ensure consistency with the legal system; comply with the requirements of restructuring the organization and apparatus of the political system and overcome difficulties and obstacles in the process of organizing and implementing the Law, contributing to improving the effectiveness of drug prevention and control in the new situation.
The components of the Draft Law dossier have basically complied with the provisions of the Law on Promulgation of Legal Documents, and are eligible to be submitted to the National Assembly for consideration and decision. However, the Committee recommends that the drafting agency continue to review to ensure consistency and uniformity with relevant laws and ordinances, increasing feasibility and effectiveness in implementing the Law.

Some delegates pointed out that in practice, the close participation of socio-political organizations, unions, and communities is a key factor in early detection of groups and subjects illegally buying, selling, and using drugs, thereby providing information to the authorities. Therefore, the draft Law on Drug Prevention and Control (amended) needs to supplement regulations on the role and responsibility of the community, in addition to the existing responsibilities of individuals and families, thereby mobilizing the combined strength of the whole society in drug prevention and control.
Some specific provisions in the draft Law also received attention from delegates, such as: enforcement of decisions to send to drug rehabilitation facilities (Article 36); postponement, exemption, and temporary suspension of enforcement of decisions to apply measures to send to compulsory rehabilitation facilities for people aged 18 and over, decisions to send to compulsory rehabilitation for people aged 12 to under 18 (Article 37); control of legal activities related to drugs, etc.

Chairman of the Committee for Culture and Society Nguyen Dac Vinh highly appreciated the preparation process of the draft Law on Drug Prevention and Control (amended). The drafting agency and the Review Agency have conducted field surveys and comprehensively assessed related issues. Chairman Nguyen Dac Vinh said that this approach of doing and researching at the same time is very good when dealing with an important and difficult issue such as amending the Law on Drug Prevention and Control.
According to Chairman Nguyen Dac Vinh, in terms of technique and content, the draft Law is written quite tightly. However, there are still some issues that need further discussion and research to complete the Law project with the highest quality.

On behalf of the drafting agency, Mr. Ngo Duc Thang, Deputy Director of the Department of Legislation and Administrative and Judicial Reform (Ministry of Public Security) thanked the Committee for Culture and Society for accompanying and contributing ideas to perfect the draft Law. The drafting committee will fully and comprehensively absorb and perfect the draft Law in the best way to submit to the National Assembly for comments at the upcoming session.
