Khanh Hoa: Honoring the 'leading flags' in the patriotic emulation movement

(Chinhphu.vn) - On the afternoon of October 15, Khanh Hoa province solemnly held the 1st Patriotic Emulation Congress, period 2025 - 2030.

Authorized by the President, Deputy Minister of Home Affairs Cao Huy awarded the First, Second and Third Class Labor Medals to outstanding individuals of Khanh Hoa province.

In recent times, many patriotic emulation movements of the province have continued to be expanded, developed, encouraged, and motivated at all levels, sectors, and people of all walks of life to strive, overcome difficulties, and achieve many proud achievements in all fields of economy , culture, society, national defense, security, foreign affairs, etc.

The spirit of patriotic emulation has spread strongly, contributing to the successful implementation of the province's socio-economic development goals for the period 2020 - 2025. The province's GRDP for the period 2021 - 2025 is estimated to increase by an average of 8.24%/year. The provincial economic scale in 2025 is estimated to reach 209.2 trillion VND. Average income per capita is estimated at 110.4 million VND, 2.1 times higher than in 2021. The province's economic structure continues to shift towards modernization with the contribution proportion of the service and industry - construction sectors accounting for 78.9%, clearly showing the increasingly high industrialization and modernization shift.

After the administrative unit arrangement, Khanh Hoa and Ninh Thuan harmonize with each other to create an open development space, with great potential and competitive advantages that are difficult for any other locality to have. The Resolution of the 1st Provincial Party Congress, term 2025 - 2030 and Resolution No. 01, dated July 14, 2025 of the Provincial Party Committee set the goal that by 2030, the province will become a centrally-run city; an international sea tourism and service center; a national and regional data center; double-digit economic growth, a high growth pole of the whole country...

Speaking at the Congress, Secretary of the Provincial Party Committee Nghiem Xuan Thanh commended typical collectives and individuals in the patriotic emulation movement, and acknowledged that the emulation and reward work of the province in recent times has been implemented methodically, with clear criteria, promoting the strength of the entire political system and the people. Thanks to that, the economy has continuously grown at a high level, infrastructure has been invested synchronously, attracting many strategic investors; people's lives have been constantly improved, social security has been ensured, national defense and security have been solid, and the political system has been increasingly consolidated.

The Provincial Party Secretary emphasized the goal of bringing Khanh Hoa into a new development phase, striving for double-digit annual GRDP and budget revenue growth, soon becoming a centrally-run city and a growth pole of the country. To achieve that goal, emulation movements need to continue to innovate in association with political tasks of each sector and each locality; rewards must be timely, fair, directed towards direct workers, replicating good models and creative ways of doing things. At the same time, it is necessary to strengthen propaganda, spread the spirit of emulation, arouse the desire for development, and high determination to successfully complete the set strategic goals.

At the Congress, Chairman of the Provincial People's Committee Nguyen Khac Toan launched a patriotic emulation movement with the theme "Solidarity, democracy, discipline, breakthrough, development", which did not stop at a call but became a specific and consistent action program. The biggest highlight is that the emulation spirit must be associated with political tasks, taking real effectiveness as a measure, aiming at key goals such as administrative reform, building digital government, improving people's lives and maintaining national defense and security.

The Congress announced the President's Decision to award the Third Class Independence Medal to the Department of Home Affairs; First Class Labor Medal to 1 individual; Second Class Labor Medal to 8 individuals; and Third Class Labor Medal to 22 individuals.

The Congress also announced the Government's decision to award emulation flags to the Provincial Party Committee's Organizing Committee and the Department of Home Affairs; to award certificates of merit from the Prime Minister to 30 collectives and individuals; and to award certificates of merit from the Provincial People's Committee Chairman to 30 collectives.
