
Deputy Prime Minister Ho Duc Phoc said that with the drastic participation of the entire political system and the outstanding efforts of the entire Party, people, army and business community, and the support of international friends, our country has overcome difficulties and challenges, continuing to achieve important and quite comprehensive development results, with many outstanding bright spots compared to the world and the region.
Specifically, for the 27 targets set out in Resolution No. 31/2021/QH15, up to now, there are 23 targets with assessment information. Of which, the number of targets that are likely to be completed is 10/23; the number of targets that are unlikely to be completed is 9/23 and the number of targets expected to not be completed is 4/23.
For the 5 key task groups in Resolution No. 31/2021/QH15 of the National Assembly set out for the 2021-2025 period, the Government issued Resolution No. 54/NQ-CP with 102 tasks being implemented and bringing about many important results. To date, 86/102 tasks have been completed (accounting for 84.3%); 16/102 (accounting for 15.7%) tasks have had drafts and are continuing to be implemented.
Notably, with the key task group on restructuring the state budget, institutional and legal reforms related to restructuring the state budget continue to be implemented in the direction of strengthening the leading role of the central budget, the autonomy and initiative of local budgets; enhancing the role of financial policy in mobilizing, allocating and effectively using domestic and foreign resources for priority socio-economic development goals. The tax policy system continues to be improved in the direction of synchronization, covering revenue sources, expanding the revenue base; increasing the proportion of domestic revenue...

Presenting the Summary Report on the review and assessment of the implementation results of Resolution No. 31/2021/QH15 dated November 12, 2021 of the National Assembly, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the implementation of the five key tasks of economic restructuring in the 2021-2025 period achieved many more positive and comprehensive results than the previous period.
This shows that the economic restructuring process in the 2021-2025 period is changing more substantially, comprehensively and synchronously between regions, fields and areas... However, besides the achieved results, the implementation of economic restructuring in recent times has also faced a number of difficulties and challenges.

The Economic and Financial Committee requested the Government to clearly assess the impact of failing to complete the targets in Resolution No. 31/2021/QH15, and at the same time draw lessons to identify strategic solutions for the 2026-2030 period.
The Economic and Financial Committee believes that, despite achieving certain results, the economic restructuring in the 2021-2025 period still has some shortcomings and limitations. It is recommended that the Government evaluate and clearly identify the causes and level of impact of these limitations on the overall effectiveness of the Economic Restructuring Plan for the 2021-2025 period, thereby drawing lessons and orienting the next period.

The Economic and Financial Committee basically agreed with the five groups of solutions stated in the Government's Report and emphasized that, in the context of the volatile world economy, it is necessary to continue to prioritize strengthening macroeconomic stability, ensuring major balances, maintaining policy space, and at the same time promoting economic restructuring associated with innovation of the growth model towards green, digital and sustainable growth, creating a solid foundation to complete the goals of the 2021-2025 period and shaping new growth drivers for the 2026-2030 period.
In addition, the Economic and Financial Committee proposed a number of contents for National Assembly deputies to focus on discussing the results of implementing the National Assembly's Resolution on the Economic Restructuring Plan for the 2021 - 2025 period, such as: Comprehensive assessment of the results of implementing the National Assembly's Resolution, assessment of the results of implementing the goals and main targets; results of implementing 5 key groups of tasks of economic restructuring stated in the National Assembly's Resolution; advantages, difficulties, limitations, causes and lessons learned in the process of implementing the Resolution...
On that basis, delegates focused on discussing orientations, solutions and priorities in the last months of 2025 to consolidate macroeconomic stability, maintain major balances, promote structural transformation towards green, digital and sustainable development; ways to exploit regional potential, promote the role of private enterprises, high-tech industry, digital economy and knowledge economy to create a new foundation and growth momentum for the 2026-2030 period.
