Lam Dong determined to remove obstacles, speed up disbursement of public investment capital

The speed of disbursement of public investment capital is still slow.

According to the Department of Finance of Lam Dong province, the province's total public investment capital plan for 2025 is VND 18,608.1 billion, including VND 12,633.4 billion from the local budget and VND 5,974.7 billion from the central budget.

As of week 42 (from October 9 to 15, 2025), the total disbursement value reached VND 5,103.1 billion, equivalent to 27.4% of the capital plan assigned in 2025. The report of the State Treasury of Region XVI shows that the total disbursement up to October 14 reached VND 6,169.4/22,282.4 billion, reaching 27.69%.

Notably, projects with planned capital of 30 billion VND or more - accounting for more than 60% of the total investment capital of the whole province - have only disbursed 12.6% of the plan. There are currently 72 projects in the area with a total planned capital of 11,144.5 billion VND, but the cumulative disbursement has only reached 1,397.9 billion VND.

For the two key expressway projects, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, the capital plan of more than VND 5,024 billion has not yet been disbursed. These are key projects of the province, with large capital plans (accounting for about 27% of the province's capital plan), regularly inspected, urged and resolutely directed by the Provincial People's Committee to promptly remove difficulties and ensure progress.

In general, the progress of disbursement of public investment capital in the province is still low. Some units have disbursement rates below average, including units that have not disbursed any money despite having been allocated capital, mainly due to problems in compensation, site clearance, budget appraisal or completion of investment procedures.

Focus on removing obstacles and speeding up implementation progress

At the conference, departments, branches and localities pointed out many reasons affecting the disbursement progress, including slow compensation and site clearance, complicated determination of land origin, and specific land prices not being approved in a timely manner. Some investors have not been proactive and have not coordinated closely with localities; while the capacity of some contractors is still weak, and they have not arranged enough human resources and machinery, affecting the construction progress. In addition, prolonged rainy weather has also caused difficulties for many projects.

Faced with that situation, the People's Committee of Lam Dong province requested departments, branches, localities and investors to continue to resolutely implement synchronous solutions, considering the disbursement of public investment capital as a key political task of 2025, linking the responsibility of leaders with the implementation results of each project.

The Department of Finance proposed to request investors to review and summarize the results of implementing the conclusions of the Provincial People's Committee for each project, clearly identify responsibilities, and propose solutions to problems, especially regarding site clearance. Actively coordinate with localities to ensure progress and strictly implement "6 clear": "Clear people, clear work, clear responsibilities, clear authority, clear time, clear results".

Taking advantage of favorable weather, strengthen inspections, urge contractors to add manpower and equipment, and strictly handle cases of slow progress. Complete the construction plan, disburse detailed funds by the end of 2025; assign responsible leaders, increase overtime and weekend work to inspect and speed up progress.

Departments and branches must assign leaders to be directly responsible for and closely monitor the progress of each project, regularly inspect, urge, and remove obstacles; at the same time, proactively coordinate with competent agencies in appraisal, bidding, contractor selection, and site clearance. Project management boards are required to report progress periodically every week, ensuring publicity, transparency, and clear responsibilities.

For the People's Committees of communes, wards and special zones, the Provincial People's Committee requires strengthening direction at the grassroots level, focusing human resources on compensation work, handing over land, arranging staff to work on weekends when necessary; promptly rewarding organizations and individuals who do well, and at the same time criticizing and strictly handling cases of delay and lack of responsibility.
