After the police searched the home and workplace of Thanh Hoa Club Chairman Cao Tien Doan, the Department of Culture, Sports and Tourism of the province plans to submit a report to the leaders of Thanh Hoa province on the transfer of management of Thanh Hoa Club. The department will direct the federation to receive, manage and operate the club, preside over and coordinate with relevant units to maintain training and competition organization to ensure the regulations of the Organizing Committee of the 2025 - 2026 V-League season. At the same time, research and advise the Provincial People's Committee to invite qualified organizations, individuals, businessmen and enterprises to take over the team in accordance with the regulations of the Professional Football Regulations. Report to the Chairman of the Thanh Hoa Provincial People's Committee to consider the contents beyond its authority.

However, the leaders of Thanh Hoa province will not be able to agree with the content of the above document. Because if implemented according to the content of the document, Thanh Hoa Club has violated the Professional Football Regulations issued by the Vietnam Football Federation (VFF). The Regulations clearly state that clubs participating in professional football tournaments (including V-League, first division) must meet 4 criteria, including being an enterprise operating under the Enterprise Law and the Law on Physical Training and Sports .
If the state agency accepts the transfer of Thanh Hoa Club, it means violating the regulations. The regulations also clearly state: Clubs that do not meet the conditions will be relegated to compete in a category with suitable conditions and replaced by a club that fully meets the conditions and has a higher ranking in the category below the club that does not meet the conditions.
According to Thanh Nien 's source, up to now, Dong A is still the sponsor for Thanh Hoa Club and before Mr. Doan (he holds the position of General Director of Dong A Real Estate Group Company Limited) was urgently arrested, his family promised to support and create the best conditions for the team so that the players can practice and compete with peace of mind.
In the worst case scenario, if Dong A officially returns Thanh Hoa Club to the province, in order for Thanh Hoa Club to continue playing in the V-League and not be relegated to the first division, the Department of Culture, Sports and Tourism of Thanh Hoa must redo the report to the provincial leaders. The content is not to receive the Club but will propose a plan for the province to temporarily hand over the management to the Thanh Hoa Football Federation until a new enterprise is found to receive and manage the Club.
Is Thanh Hoa Club allowed to change its name?
So in case of finding a new company, Dong A Thanh Hoa Club will have to change its name. In the Professional Football Regulations, it is clearly stated that the club cannot change its name while the season is in progress.
However, there may still be exceptions. In the 2023-2024 season, when the V-League has started to round 5, HAGL Club requested to change its name (with the sponsor's name). At that time, the VFF Executive Committee met and agreed to the proposal to apply the exception, approving the change of HAGL Club's name to LPBank HAGL Football Club.
With the above precedent, if Dong A Thanh Hoa changes its name, VFF will have to ask for the opinion of the VFF Executive Committee.
