Unblocking "bottlenecks" for private economic development

By 2030, Thanh Hoa province strives to have about 40,000 operating enterprises, the private economic sector (SES) contributing 58-62% to GRDP and accounting for 35-40% of total state budget revenue; creating jobs for about 84-85% of the workforce. These figures clearly demonstrate the determination to take the SES as a pillar of development, while also posing great demands on reforming the business environment, improving competitiveness and accompanying businesses.

Large contributions from the private economic sector

In recent years, Thanh Hoa has issued and implemented many practical support mechanisms and policies, contributing to the strong development of the private economic sector, making a positive contribution to socio-economic growth. Along with that, the province strictly implements the principle of "4 increases, 2 decreases, 3 no": enhancing the application of information technology, enhancing publicity and transparency, enhancing dialogue, enhancing coordination; minimizing administrative procedures, minimizing unofficial costs; no hassle, no harassment, no difficulty. These principles have helped to strongly improve the investment environment, creating favorable conditions for enterprises to produce and do business.

Accordingly, in the period of 2017 - 2024, KTTN contributed an average of about 58.69% of the province's GRDP, paying about 73.9 trillion VND to the state budget. From 2017 to now, the whole province has 28,750 newly registered enterprises with a total charter capital of 255,938 billion VND. Notably, in the first 6 months of 2025, Thanh Hoa is the leading province in the North Central region in terms of the number of newly established enterprises with 1,725 ​​enterprises. The scale of enterprises is constantly expanding, especially the reach of 304 enterprises exporting to 68 countries and territories, reaching a value of about 6.3 billion USD. KTTN also creates stable jobs for more than 1.16 million workers, with an average income of nearly 9 million VND/person/month.

According to Vice Chairman of the Provincial Business Association Nguyen Hong Phong, Thanh Hoa currently has more than 21,350 small and medium-sized enterprises in operation, mainly private enterprises. The team of entrepreneurs and enterprises in the province has continuously grown, gradually asserting its position, ready to overcome difficulties and challenges to develop. Many enterprises are proactive, leading in technological innovation, expanding markets, creating high-value products and services. The business community not only contributes to promoting the economy, creating many jobs for workers, but also plays an important role in social security activities, building Thanh Hoa homeland more and more prosperous.

Besides those positive signals, the number of enterprises temporarily ceasing operations or dissolving is large; many enterprises with a large number of workers have had their orders cut, leading to the risk of workers having their benefits cut; the rate of industrial clusters that have been invested in to attract secondary enterprises is still limited; the number of enterprises declaring additional resource tax and environmental resource fees is still limited.

Promoting improvement of investment and business environment

To clear the "bottlenecks" and create favorable conditions for businesses to develop, the People's Committee of Thanh Hoa province issued Plan No. 149/KH-UBND on the implementation of Resolution No. 68-NQ/TW of the Politburo , Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP of the Government, Action Plan No. 282-KH/TU of the Provincial Party Standing Committee on private economic development.

Plan 149 sets a target that by 2030, Thanh Hoa will have about 40,000 operating enterprises, the private economic sector will contribute 58-62% to GRDP and account for 35-40% of total state budget revenue; creating jobs for about 84-85% of the total workforce. These figures clearly demonstrate the determination to take the private sector as a pillar of development, while also posing great demands on reforming the business environment, improving competitiveness and accompanying businesses.

To realize these goals, the People's Committee of Thanh Hoa province has identified many key tasks and solutions. Accordingly, the province continues to promote administrative reform, build a transparent and favorable investment environment; focus on completing key infrastructure systems, especially transportation, logistics, and energy; implement policies to support small and medium-sized enterprises, innovative startups, and green enterprises. The People's Committee of the province also emphasizes the task of improving the quality of human resources, promoting regional connectivity and international integration, encouraging private enterprises to participate in global value chains; strongly developing key industries, high-value services, and high-tech agriculture; encouraging innovation, application of science and technology, and digital transformation in private enterprises.

Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Hoai Anh emphasized: In recent times, the 13th Politburo has issued resolutions of strategic significance, including Resolution No. 68 on private economic development, creating a breakthrough for the country to develop with the aspiration for prosperity. The People's Committee of Thanh Hoa province always attaches importance to, accompanies, and removes difficulties and obstacles, creating an open and equal investment environment for businesses to operate, contributing to the socio-economic development of the province.

With a clear orientation, the support of the government and the aspirations of the business community, the private economic zone promises to have strong development in the coming years, becoming an important driving force to bring Thanh Hoa to become a new growth pole, worthy of the trust and expectations of the Central Government and the aspirations of the people.
