Vu Quang waste treatment plant is stalled, causing garbage to back up and many items to deteriorate.
(Baohatinh.vn) - Vu Quang household waste treatment plant (Ha Tinh) has fallen into a state of stagnation, causing serious waste congestion, many items to deteriorate while treatment activities are almost abandoned.

On November 9, 2020, the People's Committee of Ha Tinh province approved the project of domestic waste treatment area in Vu Quang district. The project was invested with a budget of nearly 15 billion VND, with the People's Committee of the former Duc Huong commune as the investor (now Thuong Duc commune); the construction unit is International Investment, Development and Construction Joint Stock Company. The project is deployed on an area of 34,000 m2 , located in the mountainous area of the former Duc Huong commune; the capacity to treat 10 tons of waste/day using incinerator technology; put into operation from the end of 2023. The Vu Quang household waste treatment area, which was expected to process dozens of tons of waste every day, has now become deserted and seriously degraded. Instead of becoming a modern waste treatment center, this place is full of waste, non-functioning machinery, and rotten infrastructure, causing frustration for local people. The incinerator area – the heart of the treatment system – is now nothing more than an abandoned building. The roof is rotten, the roofing is broken, the steel frame is rusted, and it can no longer cover and protect the equipment below from the effects of rain and sun. The incinerator system worth billions of dong is covered in dust, many parts are rusted even though it has only been in operation for a few years. The incinerator, advertised as having modern technology and a capacity of nearly 800 kg/hour, is now lying idle.
Rust spots, cracks appear in many places, potentially causing unsafe operation. Without a regular maintenance and operation plan, the equipment will quickly deteriorate.
Garbage piled up in the garbage receiving area, giving off a strong smell. Garbage almost covered both inside and outside the incinerator, piled up into long mountains, the stench was so strong, it brought with it the risk of disease.
The factory has not been operating for many days, but garbage from other localities is still regularly brought in by Vu Quang Environmental Cooperative according to schedule, leading to congestion. Lack of facilities, lack of human resources and especially the incinerator not operating, waste quickly spread throughout the factory.
“The waste plant is located separately, on a high hill, away from residential areas. However, the waste plant has not been in operation for a long time, so we, the people, are most worried about the waste that will accumulate and cause pollution, seep into the ground, and then flow with rainwater into streams and ditches, which will affect the whole area in the long run,” said Ms. NTV, a resident of Thuong Duc commune. The old Vu Quang district domestic waste treatment area was expected to be a turning point in environmental protection in this mountainous area. However, after many years of delayed construction and more than 2 years of operation, the nearly 15 billion VND project is now stalled, with rusty machinery, collapsed metal roofs, and piles of waste in the middle of the mountains and forests. Mr. Nguyen Thanh Son - Chairman of Thuong Duc Commune People's Committee said that currently the commune government has not yet received information about the waste treatment plant stopping operation, the locality will re-inspecte later. In addition, Mr. Son added that the waste treatment area has been handed over to a non-local enterprise to manage and operate.
