Late at night on October 11, there was a power outage, with only flashlights, many people in Da Mai ward (Bac Ninh), close to the Thuong river dike, hurriedly moved their belongings and relatives out of the deep flooded area.
Earlier that morning, a large flood came, causing Lo residential group and groups 1 and 2 to be submerged in water, some places more than 1 meter deep.
Military and police forces were urgently mobilized to evacuate people, with priority given to the elderly, children and vulnerable people, following the motto "go to every alley, call every house, not leaving any people behind in the flood".
Because they live in high-rise buildings, many families still tried to stay in the isolated area, but when the water rose at night, they had to find boats to swim out of the flooded area.
As an urban residential area, many Da Mai residents experienced flooding for the first time, despite having witnessed many heavy rain and storms.
Mr. Lap, a resident of Group 2, Da Mai Ward, said he has lived here for more than 70 years but "has never seen such a big flood. Water from upstream poured in very quickly, rising slightly at first and then rushing into the house."
Wearing a life jacket and holding a rechargeable flashlight, Hoang Thi Chi (22 years old) said she and many young people went to distribute free meals to people living alone who had not yet evacuated. The work ended at 11 pm. "The water was flowing fast, the houses were close together, calling door to door took a lot of time," Chi said.
