IOC (Intelligent Operation Center) is considered the "digital brain" of the locality, where data from many fields is collected, analyzed and displayed, supporting leaders to closely monitor the social - economic - public service situation.
The main functions of the IOC applied by the provinces include:
Decision Center: Synthesize and analyze Big Data to provide indicators and forecasting models to support leaders in making quick and accurate decisions.
Warning Center: Early detection of risks and unusual situations in the fields of traffic, environment, security, and epidemics, for warning and coordinated handling.
Administration Center: Monitor government activities, public services, reflect recommendations, interact with people and businesses, and ensure smooth operating processes.
Emergency command center: When an unusual event occurs, the IOC coordinates forces, coordinates handling solutions, and links specialized units.
Thanks to these functions, IOC not only supports leaders in "seeing the big picture - handling details" but also helps reduce latency and increase the ability to operate effectively, instead of waiting for data to be transferred from departments.
Pioneering localities: concrete movements, clear results
Some provinces and cities have implemented IOC and achieved remarkable progress:
Son La - 9-subsystem interconnected data warehouse
Son La province is mentioned by the press as a typical example when IOC was built to standardize and integrate 9 management subsystems including: socio-economic, budget, public administration, feedback and recommendations, electronic documents, education , health, tourism - accommodation, security cameras and traffic. Data is automatically updated before 5:00 p.m. every day, ensuring correctness, completeness and accuracy. IOC Son La is also connected to the national data system, becoming a shared data warehouse of the province.
Currently, 38 provincial units have been configured to the provincial IOC system; cities and districts have also started operating their own IOC centers and connecting with the provincial center. At the district level, Son La City is the first unit to put IOC into testing, integrating and operating the system of local departments and branches.
Khanh Hoa – IOC is managed and operated by the Department of Science and Technology
Khanh Hoa IOC was officially launched on May 14, under the management of the Digital Transformation Center under the Department of Science and Technology. The Center has quickly deployed data collection and synthesis from many fields and provided notices, warnings, and public service instructions to the community, while aiming to expand the integration of specialized data such as land, finance, housing, etc. according to the principle of "correct, sufficient, clean, unified, shared".
The Director of Khanh Hoa Province Digital Transformation Center shared: IOC is not only an internal management tool but also a data transmission and connection between levels, supporting leaders to monitor targets and make timely decisions. Khanh Hoa IOC will continue to expand integration and improve analysis and forecasting capacity to "enrich" the province's data warehouse.

Da Nang – a large-scale IOC center with many subsystems
IOC Da Nang was launched in August 2023 with a large scale and many subsystems, covering the following areas: public services, on-site reporting, traffic, flood warnings, etc. After more than a year of operation, public service indicators, citizen interaction, and on-site reporting have all been significantly improved. IOC Da Nang has become a symbol of urban digital transformation with a widespread effect throughout the region.
Operational readiness situation – Ca Mau province
Ca Mau province has equipped the IOC with 18 specialized screens, visually displaying information in 13 fields, connecting cameras, security - traffic - public service monitoring data. The provincial IOC is ready to operate when the data system, cameras, and integrated software are completed.

Wherever IOC is successfully deployed, the two-level digital government there will operate more flexibly, promptly and effectively. In the process of implementing Plan No. 02-KH/BCĐTW, smart operation centers are not only technological symbols but also actual operation centers, where all data converge, all decisions are supported, and all feedback is monitored and processed.
Typical examples in Son La, Khanh Hoa, Da Nang, Ca Mau… are proving: With vision, strong direction and synchronous coordination, IOC will become the operational backbone of the two-level local government system in the digital age.
