Approving the Project to organize Russian Cultural Days in Vietnam in 2025

Pursuant to Official Dispatch No. 2624/VPCP-QHQT dated June 17, 2025 of the Government Office notifying the Prime Minister's direction to assign ministries and branches to implement the results of General Secretary To Lam's visit to Kazakhstan, Azerbaijan, Russia and Belarus; Pursuant to Official Note No. 14665-01.1.61-AM dated August 22, 2025 and Official Note No. 17464-01.1.61-AM dated October 3, 2025 of the Ministry of Culture of the Russian Federation requesting coordination in organizing Russian Cultural Days in Vietnam in 2025; Implementing the Implementation Plan of the "Cultural cooperation program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of the Russian Federation for the period 2025-2027"; The Ministry of Culture, Sports and Tourism issued the Project to organize Russian Cultural Days in Vietnam in 2025 on the occasion of the 75th anniversary of the establishment of diplomatic relations between Vietnam and the Russian Federation (hereinafter referred to as the Project).

The project was issued to implement the contents of Directive No. 25/CT-TTg dated September 10, 2021 of the Prime Minister on continuing to promote the implementation of Vietnam's Foreign Cultural Strategy; Implement the Cultural Cooperation Program between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Russia for the period 2025-2027; Celebrate the 75th anniversary of the establishment of Vietnam-Russia diplomatic relations;

At the same time, organize Russian cultural and artistic activities in Vietnam, introduce them to the public through art performances and exhibitions to actively contribute to further developing the comprehensive strategic partnership between Vietnam and the Russian Federation, bringing the relationship between the two countries increasingly deeper, more substantial and effective.

It is expected that the Russian Cultural Days in Vietnam 2025 will take place from October 30 to November 4, 2025 in Hanoi and Ho Chi Minh City.

The planned activities include: A working visit to Vietnam by the delegation of the Ministry of Culture of the Russian Federation, attending the Opening Ceremony and activities within the framework of the Russian Cultural Days in Vietnam in 2025; The 2nd meeting of the Vietnam - Russia Working Group on cultural cooperation; Russian art performance program in Hanoi and art performance program in Ho Chi Minh City; Exhibition of photos, costumes and cultural artifacts of Russia introducing the unique values of Russian culture and art in Hanoi and Ho Chi Minh City.

The Ministry of Culture, Sports and Tourism requests to organize solemn activities, demonstrating the friendship and traditions between Vietnam and Russia; cultural and artistic activities introducing the quintessence and cultural identity, creating conditions for Vietnam to select and absorb the quintessence of Russian culture. The activities are organized to ensure practicality, economy and efficiency, flexibility, safety, and suitability to practical conditions.

The Chief of Office of the Ministry, Director of the Department of Planning and Finance, Director of the Department of International Cooperation, Director of the Hanoi Opera House, Director of the Vietnam Exhibition Center for Culture and Arts and Heads of relevant agencies and units are responsible for implementing this Decision./.
