Managing Union assets to overcome "loopholes" leading to corruption

Kinhtedothi-To prevent and combat corruption, waste and negativity, one of the solutions proposed by the Vietnam General Confederation of Labor is to review, amend and supplement regulations related to personnel work, management and use of trade union finance and assets to limit "loopholes".

The Vietnam General Confederation of Labor (VGCL) has just issued a Plan on implementing the work of preventing and combating corruption, waste, and negativity in 2025, which clearly states a number of tasks and solutions such as: strengthening propaganda, dissemination and mobilizing cadres, union members, workers and civil servants to comply with the law on preventing and combating corruption, waste, and negativity.

Trade unions at all levels shall take the lead in coordinating propaganda, dissemination and mobilization of cadres, union members and workers to implement the Party's policies and the State's laws on preventing and combating corruption, negativity and waste; monitor, detect and denounce acts of corruption, negativity, waste and harassment by cadres, civil servants and public employees. At the same time, propose to effectively implement the mechanism to protect, honor and reward collectives and individuals who actively prevent and combat corruption, negativity and practice thrift and combat waste.

In addition, all levels in the Trade Union system and organizations must seriously and effectively implement directives and resolutions on practicing thrift and combating waste; review, amend and supplement regulations related to personnel work, management and use of Trade Union finance and assets, and Trade Union economic activities to limit and overcome "loopholes" that can easily lead to corruption and waste.

At the same time, continue to raise awareness of responsibility, capacity and effectiveness in participating in giving comments and social criticism on draft policies and laws on preventing and combating corruption, negativity, practicing thrift, fighting waste and on areas prone to corruption and waste such as: policies and laws on land and resource management; personnel work; regulations related to the mechanism of assignment, decentralization, and determination of responsibilities between agencies, organizations and individuals; administrative procedures; public finance...

In addition, proactively improve the quality and effectiveness of supervision work, contributing to preventing and combating corruption, waste and negativity. Promote the role and responsibility of the trade union inspection committee, contributing to strengthening discipline and order; preventing and combating corruption and negativity, practicing thrift and combating waste. Strengthen the inspection of the management and use of finance, assets and career and economic activities of the Trade Union.
