Administrative procedure reform continues to change strongly in September 2025

According to the report of the Government Office, administrative procedure reform (APR) associated with digital transformation in September 2025 continued to be implemented synchronously and drastically, creating clear changes in serving people and businesses.

Implementing the direction of the Government and the Prime Minister , ministries, branches and localities have stepped up the review, reduction and simplification of administrative procedures, effectively operating the "one-stop" and "one-stop" mechanisms. During the month, the Government issued many important directives such as the Directive on promoting the application of technology associated with population data, electronic identification and authentication; and the Official Dispatch on strengthening decentralization and delegation of power in two-level local governments.

At the thematic meetings, the Government requested ministries and branches to continue amending and supplementing legal documents, eliminating unnecessary procedures, ensuring resources for localities and improving the operational efficiency of Public Administration Service Centers at all levels - considering this a key step to improve the quality of service to people and businesses.

In September, ministries, branches and localities assessed the impact of 272 administrative procedures in 22 draft documents, and appraised 99 administrative procedures in 21 drafts. 14 ministries and agencies issued 28 decisions to announce administrative procedures, including 36 new procedures, 302 amended and supplemented procedures and 77 abolished procedures. The Prime Minister approved the plan to reduce and simplify administrative procedures of 4 ministries and agencies, with 19 administrative procedures reduced, 91 simplified procedures; 588 business conditions reduced and 47 conditions simplified.

To date, the Prime Minister has approved the reduction of 348 administrative procedures, the simplification of 1,703 administrative procedures, and the reduction of 2,041 business conditions. Ministries and branches have proactively implemented these measures, of which 172 procedures have been reduced, 718 procedures have been simplified, and 222 business conditions have been abolished. According to calculations, these measures help shorten more than 13,000 days, 6,100 working days, 2,800 processing hours, and save about VND 242,000 billion in compliance costs, contributing to a strong improvement of the investment and business environment.

The work of simplifying internal administrative procedures continues to be focused on. In September, the Prime Minister approved 9 simplified internal procedures under the Ministry of Science and Technology , bringing the total number of approved internal procedures to 81. Many ministries and branches have publicized new internal procedures on the National Database, moving towards a streamlined and modern administration.

The process of digitizing records and handling administrative procedures has achieved positive results: 74.16% of records at local levels and 40.85% at ministries and branches are digitized; over 75% of records with electronic results at local levels and 41% at ministries and branches have legal value, paving the way for data reuse in handling procedures.

In the third quarter of 2025, 34 localities received more than 11.6 million administrative procedure records, of which 82.8% were resolved, the rate of on-time or ahead of schedule reached 91%. The electronic record receiving and processing system continues to be improved, creating maximum convenience for people and businesses when transacting with state agencies. In September, ministries, branches and localities received more than 23,000 feedbacks and recommendations from organizations and individuals on regulations and administrative acts. To date, 70/115 recommendations (61%) have been completely resolved, contributing to removing obstacles in the implementation of policies and laws.

The Government Office assessed that after 9 months, the reform of administrative procedures has achieved many outstanding results; the issuance of the Circular guiding the implementation of Decree 118/2025/ND-CP on the "one-stop" and "interconnected one-stop" mechanisms has created a unified legal framework, helping to effectively implement it nationwide.

Besides the achieved results, there are still some shortcomings such as the slow progress in implementing the plan to reduce administrative procedures in some ministries and branches; the publicity and announcement of administrative procedures are not synchronous; some information systems are still unstable; human resources at the commune-level public administrative service centers do not meet the workload.

To complete the goal of administrative procedure reform in 2025, the Government requires ministries, branches and localities to focus on thoroughly implementing plans to reduce and simplify administrative procedures according to Resolution 66/NQ-CP, ensuring a reduction of at least 30% of compliance time and costs; complete integration and provide 100% of online public services on the National Public Service Portal in 2025; promote decentralization and delegation of authority associated with power control and increase resources for localities; standardize data and lists of results of administrative procedure settlement, reduce paperwork and re-declaration requirements; ensure human resources and facilities for public administrative service centers to serve people and businesses quickly and transparently.
