Promoting growth momentum from science and technology development

In order for science, technology (S&T), innovation (I&T) and digital transformation (DCT) to truly become important driving forces, contributing to helping Dong Nai achieve its socio-economic growth goals, in recent times, Dong Nai province has been carrying out many tasks on developing S&T, I&T and DCT.

Focus on implementing key tasks

According to the Steering Committee for Science and Technology Development, Innovation and Digital Transformation of Dong Nai province, implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and digital transformation at the national level, Dong Nai province has organized the development and promulgation of decisions, regulations, and plans to implement contents and tasks to promote the development of science and technology, innovation and digital transformation in the province. By the end of September 2025, the province had completed 67 tasks and was carrying out 62 tasks within the deadline.

The province has deployed the Digital Literacy Program in Dong Nai province in 2025. To date, more than 118,000 officials, civil servants, public employees and people have been trained in digital skills and artificial intelligence (AI) application skills; 29,500 officials and civil servants have been trained in applying AI in their work...

The Department of Science and Technology needs to coordinate with relevant departments and branches to soon organize an online conference across the province in conjunction with universities and technology enterprises to exchange, listen to opinions, recommendations, and propose solutions to promote the implementation of tasks and improve the efficiency of disbursement of funds in the fields of science and technology, innovation and digital transformation.

Most recently, the province successfully organized the Science, Technology, Innovation and Digital Transformation Festival 2025 (Techfest Dong Nai 2025). With the official theme "Creative Runway - Dong Nai Takes Off", Techfest Dong Nai 2025 was held with many typical activities to promote the development of innovation. The highlight of the event was the science and technology exhibition with 200 booths displaying digital technology products, creative solutions, OCOP products (One Commune One Product Program) and a series of specialized seminars, covering all aspects of an innovative economy.

Provincial Party Committee member and Director of the Department of Science and Technology Pham Van Trinh shared: Techfest Dong Nai 2025 is also an opportunity to raise public awareness about the role of science and technology, innovation and digital transformation in the local socio-economic development. In the long term, the science and technology sector will continue to monitor, support and replicate effective models and solutions after the event, thereby putting the results of Techfest into practice in a sustainable and practical way, contributing to the goal of fast, green and sustainable development of Dong Nai province.

Recently, Dong Nai has implemented a program to invest in equipment and digital infrastructure for local governments at two levels, ensuring connectivity and interoperability throughout the political system, especially at public administrative service centers at all levels. Agencies, units, communes and wards are equipped with computers and high-speed transmission lines to operate professional systems, Party databases, electronic Party Member Handbook systems, administrative management software and public service portals.

In particular, the province has issued a decision to publicize the list of administrative procedures and update 2,174 administrative procedures on the National Database of Administrative Procedures. By the end of September 2025, Dong Nai province had a digitization rate of records and administrative procedure settlement results of 82.3%; the rate of electronic results was 84.4%...

In the last months of 2025, the province will focus on key tasks including: continuing to direct heads of agencies and units to focus on drastic direction, prioritizing the full and timely allocation of resources to complete assigned goals and tasks on schedule with the motto of 6 clear (clear people, clear work, clear progress, clear results, clear responsibilities, clear authority). At the same time, continue to deploy the establishment of Long Thanh Concentrated Information Technology Park; continue to review, evaluate, upgrade information systems, databases, connect, and share data to ensure the maintenance and provision of substantial and effective online public services integrated on the National Public Service Portal to serve people and businesses...

In addition, the province is determined to completely eliminate "wave trough" areas in 2025; complete the implementation of electronic medical records, issue digital signatures and digital certificates to medical facilities in the province to complete the goal of 80% of the adult population accessing digital services in healthcare, education, insurance, and transportation. The province will build and deploy a virtual assistant system using artificial intelligence (AI Assistant) for officials and civil servants of Dong Nai province; deploy a campaign to receive and process records regardless of administrative boundaries, deploy and upgrade the network security and safety monitoring and operation system (SOC) of the entire province...

Removing difficulties in disbursing investment capital in science and technology

Regarding the disbursement of funds for the field of science and technology, innovation and digital transformation of the province, according to the Department of Science and Technology of Dong Nai province, by the end of September 2025, the total disbursed capital reached 363 billion VND, equivalent to 36% of the total allocated budget. Regarding development investment expenditure, in 2025, the whole province has 8 units implementing 12 development investment projects in the field of science and technology, innovation and digital transformation with a total budget of 720 billion VND. By the end of September 2025, development investment expenditure in this field reached a disbursement rate of 45.6% compared to the allocated budget.

Deputy Director of the Department of Science and Technology Nguyen Minh Quang shared: In the coming time, the Department of Science and Technology will preside over and coordinate with departments, branches, localities and a team of experts and scientists from institutes and schools inside and outside the province to organize a conference to coordinate the implementation of science and technology, innovation and digital transformation tasks.

This conference aims to guide localities in making estimates and implementing tasks in the fields of science and technology, innovation and digital transformation. This is an opportunity for relevant departments and branches to listen to and grasp the specific difficulties, obstacles, specific conditions and strengths of each locality in promoting science and technology, innovation and digital transformation. At the same time, this is also an opportunity for localities and units to seek advice and professional support from experts and scientists for agencies, units and localities in the process of building and implementing tasks in science and technology, innovation and digital transformation.
