
This Regulation provides for the organization and operation of the Jury (including the People's Jury and the Military Jury); the relationship between the Jury and the Jury; the relationship between the Jury and agencies, organizations and individuals; the responsibilities of agencies, organizations and people's armed forces units towards the Jury; and the conditions to ensure the operation of the Jury.
The Jury is a form of self-governing organization of the Juries, including: Provincial and Municipal People's Jury; Regional People's Jury; Military Jury of Military Regions and equivalent; Regional Military Jury.
The Jury operates according to the principles of democracy, publicity and transparency; the Jury performing trial duties at a Court shall participate in the activities of the Jury where that Court is located.
The Regulations clearly state: The People's Jury includes People's Jurors elected to perform adjudication duties at each People's Court of a province or city (called the Provincial People's Court) and the Regional People's Court.
The number of members of each People's Jury is determined based on the number of Judges at each Court.
At the Provincial People's Court, for every 2 Judges, there are 3 Assessors, but the total number of Assessors at a Provincial People's Court is not less than 20 and not more than 50 people, and for the People's Assessors of Hanoi and Ho Chi Minh City, it is not more than 70 people.
At the Regional People's Court, for every 1 Judge there are 2 Assessors, but the total number of Assessors at a Regional People's Court is not less than 30 and not more than 100.
The People's Jury has a Head, Deputy Head and People's Jurors as members. The Head and Deputy Head of the People's Jurors are elected from among the People's Jurors.
The number of Deputy Heads of the People's Jury is determined according to the size of the People's Jury; under 30 Jury members have 1 Deputy Head; from 30 Jury members or more, there are no more than 2 Deputy Heads.
The Military Jury consists of military juries appointed to perform trial duties at the Military Court of a military region and equivalent (called the Military Court of the military region level) and the Regional Military Court.
The number of members of the Military Jury is determined based on the number of Judges at each Military Court. For every Judge, there are two Jurors, but the total number of Jurors at a Military Court is not less than 10 and not more than 30.
The Military Jury has a Head, 1 Deputy Head and military jurors as members.
Resolution No. 99/2025/UBTVQH15 takes effect from October 1, 2025.
Resolution No. 1213/2016/UBTVQH13 dated June 13, 2016 of the Standing Committee of the National Assembly promulgating the Regulations on organization and operation of the Jury shall cease to be effective from the effective date of this Resolution.
The People's Jury for the 2021-2026 term who are performing trial duties at the People's Court of a province, city, or regional People's Court as prescribed in Clause 7, Article 3 of Resolution No. 225/2025/QH15 dated June 27, 2025 of the National Assembly shall participate in activities at the People's Jury of the province, city, or regional People's Jury where they perform trial duties until the end of their term. The organization and operation of the People's Jury shall be carried out in accordance with the Regulations issued with this Resolution.
