Attending the Conference were leaders of the Department of Natural Resources and Environment, Department of Agriculture and Rural Development, Department of Industry and Trade, Department of Construction, Department of Culture, Sports and Tourism, Department of Information and Communications, Provincial Tax Department, Provincial Inspectorate, Provincial Police, Provincial Hydrometeorological Station; Representatives of People's Committees of districts and cities; together with leaders of functional departments, branches and centers under the department.
On behalf of the Presidium, Mr. Le Khac Huy Anh - Deputy Director of the Department of Natural Resources and Environment presented the Report on the results of implementing tasks in 2023 and the work plan for 2024. According to the Report, in 2023, the Department of Natural Resources and Environment of Ninh Thuan province closely followed the province's motto of action "Solidarity, discipline, determination, flexibility, creativity, efficiency". The Department of Natural Resources and Environment has strived and achieved results in all areas of work.
Regarding the work of propaganda and dissemination of law, the organization of the Conference on professional training, propaganda, dissemination of law and dialogue on the field of Natural Resources and Environment in 2023 in districts and cities has been effectively implemented. Implementing the work of dissemination and education of law in 2023; coordinating with the Provincial Lawyers Association and the People's Committees of districts and cities to organize professional training and dialogue on the field of Natural Resources and Environment.
Regarding inspection and examination work, the entire Department of Natural Resources and Environment of Ninh Thuan province has organized and carried out more than 41 inspections and examinations at the provincial and district levels. The Department of Natural Resources and Environment alone has carried out 07 inspections and examinations in the field of Natural Resources and Environment for 05 organizations and 08 agencies and units, specifically: 02 inspections and 04 inspections according to the Plan; 01 surprise inspection. Up to now, the above inspections and examinations have been completed; Through the inspection and examination work, 10 organizations and units have been found to have violated, the main violations are in the field of environment and land.
Regarding the Planning and Land Use Plan, appraise and submit to the Provincial People's Committee for approval the Land Use Plan for the period 2021-2030, the Land Use Plan for 2023 of 07 districts and cities. Conduct inspection and supervision of the implementation results of the 2023 Land Use Plan at the district level and the implementation of the 2024 Land Use Plan of districts and cities and report to the Provincial People's Committee at 4291/BC-STNMT dated August 30, 2023.
In the field of environmental protection, continue to monitor, supervise, and maintain the rate of 100% of operating industrial zones and clusters having centralized wastewater treatment systems that meet standards. The rate of urban solid waste collected and treated: reached 98.5% (the plan set 99%).
Regarding mineral resource management, advise the Provincial People's Committee to promulgate and organize the implementation of: Plan 3870/KH-UBND dated September 7, 2022 on implementing Resolution No. 88/NQ-CP dated July 22, 2022 of the Government and Action Program No. 129-CTr/TU dated July 14, 2022 of the Provincial Party Committee to implement Resolution No. 10-NQ/TW dated February 10, 2022 of the Politburo on strategic orientation of geology, minerals and mining industry to 2030, with a vision to 2045; Decision No. 55/QD-UBND dated February 10, 2023 approving the project to strengthen management and effective use of land, mineral resources, and environmental protection to 2025, with a vision to 2030; Directive documents to strengthen the effectiveness and efficiency of state management of minerals in the province.
Regarding the field of water resources, hydrometeorology and climate change, advise the Provincial People's Committee to issue and organize the implementation of Decision No. 855/QD-UBND dated June 28, 2023 on approving the adjustment of coordinates, landmark locations and scope of water source protection corridors in the province for the period 2022-2025; Plan No. 2437/KH-UBND dated June 15, 2023 on effectively implementing the management and supervision of exploitation and use of water resources in the province and implementing it; Plan No. 4237/KH-UBND dated October 10, 2023 on inventory of surface water resources in the province, period up to 2025; Decision No. 1465/QD-UBND dated November 1, 2023 on promulgating the plan to develop a network of specialized hydrometeorological stations in the province by 2025, with a vision to 2030.
Regarding the marine sector, advise the Provincial People's Committee: Plan No. 3751/KH-UBND dated September 11, 2023 on implementing Resolution No. 48/NQ-CP dated April 3, 2023 of the Government on approving the Strategy for exploiting and sustainably using resources and protecting the marine and island environment until 2030, with a vision to 2050 ; Decision No. 249/QD-UBND dated March 1, 2023 approving the results of assessing the results of controlling marine environmental pollution in 2022 in Ninh Thuan province. Decision No. 560/QD-UBND dated October 5, 2023 on authorizing the Department of Natural Resources and Environment to appraise the Oil Spill Response Plan of facilities under the approval authority of the Ninh Thuan Provincial People's Committee.
Regarding the situation of district-level natural resources and environmental management, in 2023, localities focused on implementing key tasks, and focused on developing and implementing Resolution No. 18-NQ/TW of the 13th Party Central Committee. Completing the organization of public consultation on the draft Land Law (amended).
Localities have completed the 2023 land use plan, organized publicity and propaganda of land use plans on mass media. Reviewed, checked, updated and adjusted land use plans until 2030. Continued to develop the 2024 land use plan.
Mr. Huy Anh emphasized that in 2023, the Department of Natural Resources and Environment of Ninh Thuan province has been active in directing, operating, advising, and proposing solutions to tasks according to assigned functions and tasks. As a result, the tasks in all assigned areas have been basically completed; civil servants, public employees, and workers have raised their sense of responsibility in implementing and completing key targets and tasks.
At the Conference, delegates listened to the reports of representatives of departments, branches, sectors and localities focusing on the key content of assessing the existing problems, difficulties, challenges, coordination work, completing the work in 2023 and proposing solutions to remove obstacles, discussing the direction of implementing tasks in 2024.
Closing the Conference, Mr. Ho Xuan Ninh - Director of the Department of Natural Resources and Environment of Ninh Thuan province launched the determination of the Department of Natural Resources and Environment of Ninh Thuan province to successfully complete the tasks in 2024. Continue to coordinate and effectively implement the goals and tasks in the field of natural resources and environment according to the Resolution of the 13th National Party Congress and the Resolution of the 14th Provincial Party Congress.
Continue to coordinate and effectively implement Resolution No. 21-NQ/TU dated January 25, 2022; Resolution No. 12-NQ/TU on the climate change adaptation program for the 2021-2030 period, with a vision to 2050 in the province.
Complete 100% of the construction of Resolutions of the People's Council and Decisions assigned by the Provincial People's Committee .
Develop plans and arrange time to conduct dialogues and respond to suggestions from people and businesses; improve the effectiveness of citizen reception, complaint and denunciation settlement; proactively develop plans to promptly handle complicated cases that arise, avoid being passive and unexpectedly creating "hot spots", causing public outrage and affecting security and order, in order to ensure a stable socio-economic situation.
