Determined to successfully implement the 2025 plan

Speaking at the conclusion of the conference to review the work in 2024 and deploy tasks in 2025 of the Government and local authorities held on January 8, Prime Minister Pham Minh Chinh emphasized the spirit of solidarity, joint efforts, unanimity and responsibility before the Party, State and people, and pledged to successfully implement the 2025 plan with the motto "Discipline, responsibility; proactive and timely; streamlined, effective; acceleration, breakthrough".

Turn awareness into action

Speaking at the conference, General Secretary To Lam stated that over the past years, the entire Party, army and people have united and strived to overcome many difficulties and challenges and achieved important achievements.

“It can be affirmed that at present we have enough power and strength, enough will and determination to enter a new era - an era of national development, prosperity and wealth,” said the General Secretary .

Emphasizing that every opportunity that comes must be seized promptly, because if we let it slip away, we will be at fault with history and the people, the General Secretary hopes and believes that the Government, ministries, branches and local authorities, together with the entire Party, people and army, will continue to unite, be unanimous, and strive constantly with the highest determination and responsibility to successfully complete the goals and tasks set for 2025 and the following years.

In his response and concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that the Government is committed to upholding the spirit of solidarity, joint efforts, unanimity and responsibility before the Party, State and people, and is determined to strive to successfully implement the 2025 plan. The Government would like to accept all the enthusiastic and responsible directions of the General Secretary, and at the same time commit to concretizing these orientations and directions in upcoming resolutions. Immediately after the conference, the Government, ministries, branches and localities will focus on thoroughly grasping and seriously implementing them with specific actions, clear, practical and effective products, especially overcoming the limitations and shortcomings that have been pointed out.

Emphasizing, clarifying and summarizing a number of main contents, the Prime Minister assessed that in 2024, the socio-economic situation continued to have a very positive recovery trend, achieving and exceeding all 15/15 main targets, of which 12/15 targets exceeded the set target. In particular, high growth helped raise the scale and ranking of Vietnam's GDP, improving per capita income. These results are proof of outstanding efforts, at the same time contributing to creating momentum, force, position, and strong confidence to achieve higher results for 2025 and the period 2026 - 2030.

Urgent and decisive action

The Prime Minister pointed out that 2025 is the final year of the 5-year Plan 2021 - 2025, so it is necessary to review the targets and tasks of all 5 years to promote and do better with the targets that have been achieved and exceeded; make efforts to complete the targets that have not been achieved to strive to reach the highest level of the 5-year Plan. With the motto "Discipline, responsibility; proactive, timely; streamlined, effective; accelerated, breakthrough", and the spirit: "Only discuss, do not discuss backward, do each task properly, complete each task", the Prime Minister emphasized a number of key tasks and solutions this year.

Accordingly, priority will be given to promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Strive for GDP growth of at least 8% or higher. To realize this goal, the Government will review and assign specific tasks on growth rates to ministries, branches and localities. Growth scenarios will be developed, combining the renewal of traditional driving forces with creating breakthroughs to promote new growth drivers, new production forces, as well as developing breakthrough policies to mobilize social resources, effectively exploit resources from enterprises, and strongly develop private enterprises.

Along with that, effectively implementing Resolution No. 18, promoting the organization of the apparatus "Straight - Lean - Strong - Effective - Effective - Efficient". The Prime Minister said that up to now, Government agencies have reduced an average of 30% of focal points, on that basis, they will restructure the leadership team and cadres, civil servants and public employees, creating streamlining and efficiency in operation. At the same time, effectively organizing the implementation of the Government's Action Program to implement Resolution 57 of the Politburo on science and technology, innovation and digital transformation...

In addition, promote the implementation of 3 strategic breakthroughs; continue to build and perfect institutions, "breakthrough of breakthroughs", "open policies, smooth infrastructure, smart governance" to reduce compliance costs for people and businesses; reduce logistics costs, input costs for production and business. Promote the development of strategic infrastructure, strive to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025; basically complete Long Thanh airport, expand Tan Son Nhat airport, Noi Bai airport; complete the construction of feasible projects of the North-South high-speed railway, Ninh Thuan nuclear power plant; build an international financial center in Ho Chi Minh City and Da Nang City... Developing human resources, especially high-quality human resources, is an important task, focusing on effectively implementing the Project to train 50-100 thousand semiconductor engineers.

The conference ended with a high consensus on major orientations for 2025. The determination to unite, unify, and work together with the entire people and business community to successfully implement the 2025 plan was clearly seen. And certainly the spirit of "Only discuss, not discuss backward; do what needs to be done" can be considered a strong commitment for a hopeful 2025, to truly be a pivotal year, creating momentum for the country to enter a period of stronger, richer and more prosperous development.

Speaking at the conference, Governor of the State Bank of Vietnam Nguyen Thi Hong said that macroeconomic management in 2024 will have a clear change. In particular, it is necessary to clearly identify the position of proactive, flexible, timely and effective monetary policy combined with a focused and key expansionary fiscal policy.

For the management of monetary policy and banking operations, 2024 is a year of many difficulties and pressures. However, with the deep concern of the Party and State leaders, the accompaniment of the National Assembly, the strong direction of the Government, the Prime Minister, the coordination of ministries and local branches, the SBV has closely followed the developments of the situation, proactively managed tools and solutions at the right time and in the right doses, so it has basically achieved the set goals and had highlights. In particular, monetary policy has contributed to controlling inflation, stabilizing exchange rates and the foreign exchange market, reducing interest rates in the context of high international market interest rates. Credit for the whole year increased by 15.08%, equal to the target. At the end of 2024, the SBV announced credit growth in 2025 for credit institutions. In addition, the State Bank and the Ministry of Construction have agreed to allow credit institutions not to count outstanding social housing loans in credit growth targets...

According to the Governor of the State Bank, the banking system is increasingly diversifying the types of services provided to businesses and people, along with promoting digital transformation. Up to now, many banks have processed over 90% of transactions on digital channels. In this process, the State Bank has found that the population database under Project 06 is truly a valuable and useful resource. Strengthening the connection with this database facilitates the promotion of digital transformation, while also contributing to preventing crime in banking activities.

Regarding the 2025 tasks, the State Bank will closely follow the situation and coordinate well with other macroeconomic policies. Regarding recommendations, in addition to the growth momentum from exports and foreign demand as in recent years, the State Bank proposes that there should be solutions to strongly exploit domestic demand. To promote growth, it is necessary to focus on breakthroughs, especially technology and digital transformation; mobilize capital sources both domestically and abroad when our public debt and foreign debt still allow. Along with that, it is necessary to increase the efficiency of capital use and promote labor productivity. Only then can we achieve high economic growth, while still ensuring major macro balances, increasing competitiveness and ensuring stability in the monetary and banking markets.

With the implementation and integration of Project 06 on national population data, it is necessary to prioritize the construction and enrichment of the national data system on enterprises. Thereby, it will help with state management in general; banking management, connection and sharing between management agencies in particular to improve management efficiency, creating conditions for transparency of transactions in the economy.
