Ha Tinh has just sent a document to the Government and the Ministry of Home Affairs reporting on the plan to arrange public service units under the management authority of the Provincial People's Committee, in which the health sector will be arranged in a manner consistent with the 2-level local government model.

Recently, implementing Resolution No. 19-NQ/TW and Resolution No. 20-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th term on strengthening the protection, care and improvement of people's health in the new situation, the Provincial People's Committee has directed the implementation of organizing medical facilities in a comprehensive, continuous and integrated manner at 3 levels: primary care, secondary care, tertiary care. From 2017 to present, Ha Tinh has arranged medical service units to ensure compliance with regulations, reducing 22 units. Currently, the province has 24 medical service units under the Department of Health, including 6 provincial hospitals, 2 regional hospitals, 12 medical centers and 4 other centers.
In the plan to reorganize public service units, in the health sector, Ha Tinh proposed to the Government and the Ministry of Home Affairs to keep 5 provincial specialized hospitals including: Traditional Medicine Hospital, Rehabilitation Hospital, Lung Hospital, Mental Health Hospital, Ha Tinh Eye Hospital. Keep 4 centers including: Provincial Center for Disease Control, Center for Drug, Cosmetic and Food Testing; Center for Forensic Medicine and Medical Examination; Center for Protection and Health Care of Officials. Keep 2 regional hospitals including: Ky Anh Town General Hospital, Loc Ha General Hospital. Rename Ky Anh Town General Hospital to Southern Ha Tinh Regional General Hospital. Build Ha Tinh Provincial General Hospital into a specialized hospital.

Ha Tinh proposed to establish 69 health stations as public service units under the People's Committees at the commune level on the basis of 209 current health stations and organize the stations to ensure suitability and meet the initial medical examination and treatment needs of the people.
Reorganize the 12 health centers currently under the Department of Health in the direction of transferring functions, tasks and personnel in the field of preventive medicine and population to commune-level health stations after establishment to ensure timeliness, proactive monitoring, early warning, timely control of epidemics and proactive organization and implementation of disease prevention activities in the locality. On the other hand, the field of preventive medicine at the provincial level has been implemented by the Provincial Center for Disease Control, if the health centers continue to perform this task, there will be overlap in functions and tasks.
Dissolve Hoanh Son Medical Center, reorganize the remaining 11 medical centers into general hospitals operating in inter-ward and commune areas. Separating tasks guaranteed by the state budget (preventive medicine, population) and tasks guaranteed by the unit itself (medical examination and treatment) will contribute to financial transparency of the units, facilitate accounting, and create conditions to improve the quality and efficiency of the fields.
