Digitalization of grassroots operations

Promoting digital transformation at the commune, hamlet, village and residential group levels is the fastest and most effective approach to bring practical benefits to the people. The main goal is to fundamentally and comprehensively innovate the leadership, direction, management, operation and service of agencies and units towards the people and businesses, towards building a digital society. In recent times, the province has promoted implementation and recorded many positive results.

Building "smart communes and wards"

Muong Dun is one of the disadvantaged communes of Tua Chua district with the majority of ethnic minorities living there. With many synchronous solutions and appropriate policies, in recent years the commune's socio-economic situation has developed rapidly, the material and spiritual life of the people has been constantly improved; political security and social order and safety have been maintained and stabilized.

Along with the improvement of living standards, telecommunications infrastructure has been invested synchronously, so access to technology for local officials and people has become more popular. Determining that digital transformation plays an important role in serving people and businesses, local authorities have deployed many solutions to digitize grassroots activities according to the "smart commune" model.

With support from all levels, Muong Dun has been invested quite synchronously from telecommunications infrastructure, internal network (LAN) to building a smart operating department; deploying applications to serve the construction of digital government such as: Document management and operating system, email; public service portal and electronic one-stop shop; using specialized digital signatures...

Ms. Lo Thi Phuong, Vice Chairwoman of Muong Dun Commune People's Committee, said: The commune has 20 officials and civil servants. All officials and civil servants of the commune have been trained and raised awareness of digital transformation. Currently, the commune strictly implements the process of receiving and processing electronic documents, significantly reducing the printing of documents, saving costs, contributing to the completion of digital government in the commune. After implementing digital transformation, 100% of incoming documents of the Commune People's Committee are received and processed according to the correct procedure on the document management and administration software.

The government and mass organizations of Muong Dun commune are also proactive and creative in implementing digital transformation contents. Specifically, the People's Committee of the commune has directed the establishment of a commune-level community digital transformation team with members being the Standing Committee of the Party Committee, leaders of the People's Committee and representatives of mass organizations. In particular, mobilizing the active participation of young people who are knowledgeable about technology. At each peak period of implementing related activities, this force is almost "undercover" at the grassroots level, going to each household to deploy propaganda and support.

Despite being a difficult border area, Phin Ho commune (Nam Po district) has maintained effective application of information technology in the agency's operations. In particular, in the first 6 months of this year, Phin Ho commune was ranked as excellent in administrative services for people and businesses; and in making payment of fees and charges on the National Public Service Portal for records that generate fees and charges.

Mr. Ho Chu Dung, Secretary of the Party Committee of Phin Ho commune, said: Currently, 100% of commune officials and civil servants are granted digital signatures and apply them in their work; 100% of outgoing and incoming documents are processed and circulated in accordance with regulations, there is no longer a backlog of unprocessed documents. At the one-stop department, 100% of citizens' records and administrative procedures (TTHC) are received, stored and resolved in an interconnected electronic environment on the management software system.

Statistics for the first 6 months of this year show that Phin Ho commune received 108 administrative procedure records; 100% were resolved on time and online. The progress of resolving administrative procedures integrated on the National Public Service Portal ahead of schedule reached 100%.

"To achieve this result, from the beginning of the year, the commune proactively developed and implemented the State administrative reform plan; focusing on effectively handling administrative procedures on the public service portal," said Mr. Dung.

Urgent request

Implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government on breakthroughs in science and technology development, innovation and national digital transformation, the province has made efforts to synchronously deploy many solutions to create strong changes, especially at the grassroots level. Thereby creating a solid foundation for the implementation and smooth operation of the local government system according to the new model.

The application of digital technology is not only promoted by communes and wards but also becomes popular in the activities of village and hamlet-level cadres to reform administration and serve people towards building a digital society.

Up to now, 100% of leaders, cadres, civil servants and public employees at the commune level in the whole province have processed work records online and used digital signatures to resolve work. Of which, 100% of electronic documents are digitally signed; 100% of online public services are fully qualified; online meetings to the commune level; online reports, paperless meetings... Regarding the provision of online public services to people and businesses, up to now, the rate of digitization of records, results of settlement and issuance of results of electronic administrative procedures at the commune level has reached over 80%; the rate of online records has reached over 75% (according to data from the National Public Service Portal); the rate of administrative procedures with online payment transactions has reached 86.72%; the rate of online payment records has reached 55.13%.

In the context that the whole country is making efforts to organize and implement a 2-level local government model (province and commune), the requirements for the team of commune-level civil servants are even greater, especially the application of technology and digital transformation in performing professional tasks. Therefore, not only all levels and sectors but also each civil servant needs to proactively study and improve their own capacity and qualifications to meet the requirements of the assigned tasks./.
