Strengthening communication about social insurance

To complete the targets and tasks for 2025, the Provincial Social Insurance (SSI) has just issued a document directing professional departments and grassroots social insurance agencies to focus on synchronously implementing solutions to propagate and mobilize participants, while reducing the amount of late social insurance and health insurance payments in the last months of the year.

Focused, focused communication

According to the direction of the provincial Social Insurance, communication work needs to be carried out synchronously, flexibly, effectively and in accordance with the practical conditions in each locality. In particular, the requirements for grassroots Social Insurance agencies must base on the development targets of participants in each locality, each commune and ward to develop a specific communication plan, close to reality. The propaganda will focus on target groups, from employees, employers in enterprises to freelance workers, business owners, farmers, students, etc. Grassroots Social Insurance agencies need to study the occupational characteristics, income, living conditions of each group to develop appropriate content and forms of propaganda to improve the effectiveness of access and persuasion.

In addition to regular communication through articles, infographics, video clips on the industry's electronic information portal, social networks, grassroots loudspeakers..., the provincial Social Insurance requires grassroots units to strengthen the organization of direct communication activities aimed at people and businesses such as: Organizing propaganda conferences, consulting, direct dialogues at enterprises, industrial parks, residential areas; organizing launching ceremonies, mobile propaganda by car or motorbike with loudspeakers; integrating communication of social insurance booths at major events such as fairs, local festivals; organizing small group communication in villages, residential groups, applying crowd effects with groups of 3-5 people to increase interaction; Organize online communication conferences (livestream) to expand reach... In addition, units need to strengthen visual communication such as: Hanging banners, billboards, posters, distributing leaflets, brochures, electronic boards... At the same time, step up guidance for people to install and use the application "VssID - Social Insurance Number" to facilitate the lookup, monitoring of participation and enjoyment of social insurance and health insurance regimes.

Strive to complete the 2025 target

By the end of September, the whole province had 269,801 people participating in compulsory social insurance, reaching 125.52% of the plan assigned by the Provincial Party Committee, People's Council and Provincial People's Committee in 2025; 29,500 people participating in voluntary social insurance, reaching 51.02% of the plan; 258,953 people participating in unemployment insurance, reaching 118.85% of the plan; 1,762,678 people participating in health insurance, reaching 97.2% of the plan; the target of universal health insurance reached 93.31%. The above figures show the great efforts of the provincial social insurance sector in the past time. However, to complete the targets in 2025, especially the target of developing voluntary social insurance and universal health insurance, grassroots social insurance units need to continue to innovate their working methods, be creative in communication methods, strengthen mobilization, and create a wide spread in the community.

Mr. Pham Xuan Hai - Deputy Director of the Provincial Social Insurance said: The Provincial Social Insurance is determined to complete the targets and tasks of 2025. In particular, the unit identifies that communication work plays an important role in completing these targets. To ensure the effectiveness of communication work, the Provincial Social Insurance Board has clearly assigned responsibilities to each department, leading unit, and coordinating unit, avoiding overlapping and general situations. Communication work is organized as a "peak campaign" in the last months of the year with the motto "Flexible, effective, suitable to local conditions". In addition, the Provincial Social Insurance will continue to direct units to proactively coordinate with local Party committees, authorities, and mass organizations such as: Women's Union, Farmers' Association, Youth Union... to organize communication at the grassroots level, mobilizing the participation of the entire political system. With high determination and active participation from the social insurance system at all levels, local Party committees, authorities, and mass organizations, communication work in the last months of the year is expected to create a clear change, contributing significantly to the completion of the goal of "covering social security" for all people.
