It is forecasted that by 4am on October 22, storm No. 12 Fengshen in the sea northwest of Hoang Sa special zone will change direction to West Southwest, move slowly, travel 10-15km per hour and maintain intensity of level 9-10, gust level 12.
At about 4:00 a.m. on October 23, storm No. 12 Fengshen in the coastal waters of Hue City - Quang Ngai, changed direction to the Southwest, speed about 10km/h, likely gradually weakening into a tropical depression with intensity of level 6, gusting to level 8.
Level 3 disaster risk warning in the western sea area of the North East Sea (including Hoang Sa special zone), the sea area from South Quang Tri to Quang Ngai (including Ly Son special zone).
By 4:00 a.m. on October 24, the tropical depression in the southern Laos region, moving southwest at a speed of about 10 km/h, may gradually weaken into a low pressure area.

In addition, the influence of storm circulation and cold air combined with easterly wind disturbances and terrain effects means that from the night of October 22 to October 26, Ha Tinh to Quang Ngai is highly likely to experience storms. widespread heavy rain
Total rainfall from Ha Tinh to Northern Quang Tri and Quang Ngai is about 200-400mm, locally over 500mm; from Southern Quang Tri to Da Nang City, it is generally 500-700mm, in some places over 900mm.
Heavy rains in the Central region may last until the end of October 2025.
There is a high risk of flash floods and landslides in mountainous areas, flooding in low-lying areas and urban areas. Localities need to pay attention to the safe operation of hydroelectric and irrigation reservoirs before, during and after the storm, and prepare response plans for flood scenarios on rivers from Quang Tri to Quang Ngai that may reach and exceed alert level 3. The forecast level of natural disaster risk due to floods and inundations is level 3.
Forecasting the cold air, the meteorological agency said that currently, the cold air has a weak impact on the North Central region and some places in the Northwest. At Bach Long Vy station, there is strong northeast wind at level 6, sometimes level 7, gusting to level 8; at Con Co station, there is strong northeast wind at level 6.
Today and tonight (October 21), cold air continues to affect some places in the Central Central region and some other places in the Northwest. Inland, northeast wind level 3, coastal areas level 3-4.
The weather in the North and Thanh Hoa will turn cold at night and in the morning, and in the mountainous areas it will be chilly.
