Thai Binh has just approved the car quota for public service. Accordingly, all 8 district-level units are allocated 7 cars.


The People's Committee of Thai Binh province issued a decision approving the number and types of cars for general work according to standards, norms and the number of pickup trucks and 12-16 seat cars for general work for agencies and units assigned to perform tasks according to the provisions of Decree No. 72/2023/ND-CP of the Government .

Accordingly, details of public service cars at district level in Thai Binh are as follows:

Decree 72/2023/ND-CP of the Government stipulates standards and norms for the use of district-level cars as follows:

Car usage norms for public service of each district, town, city under province, city under central authority (collectively referred to as district): Maximum 6 cars/1 district.

For provinces and centrally-run cities where the district, county, town, or city Party Committees are budget units under the provincial or city Party Committee offices, the maximum number of cars used for general work has been determined according to the provisions of Clause 2, Article 11 of this Decree, the maximum number is 4 cars/district.

For districts that meet one of the following criteria, the quota of 1 vehicle/district will be added; those that meet two or more of the following criteria will be added with two vehicles/district: Districts with 15 or more administrative units of communes and towns; Districts with a natural area of ​​450km2 or more; Districts in mountainous areas, islands, areas with especially difficult socio -economic conditions according to regulations of the Government and the Prime Minister; Cities under centrally-run cities.

For special urban areas, in case it is necessary to equip additional cars to serve the common work of units at the district level, the Provincial People's Council shall consider and decide on the car quota for the common work of agencies, organizations and units at the district level, ensuring the principles of economy and efficiency.

Based on the actual situation of the locality, the District People's Committee (after consulting with relevant agencies according to the working regulations of the District Party Committee) decides on the specific quota for each agency, organization, and unit under the district level; decides on the management of cars for general work according to one of the following methods: Assign the District People's Committee office to centrally manage cars to arrange for general work for the subjects of the district to use cars when going on business trips.

Assign the district Party Committee office, district People's Council office, district People's Committee office or agencies, organizations and units under the district to directly manage and use cars for general work for subjects under the management scope of each office, agency, organization and unit.

In case of applying the centralized vehicle management method, the car-using units shall pay the unit assigned to centrally manage the cars the costs of managing and operating the cars, similar to the case of shared use of public assets prescribed in Article 10 of Decree No. 151/2017/ND-CP and the amended and supplemented documents.
