The Government requires that price adjustments must comply with regulations and be practical, ensuring both promoting growth and production and business while controlling inflation according to the set target.

Regular Government meeting October 2023

The Government has just issued a resolution for the regular Government meeting in October 2023, stating that in November and the remaining time of 2023, the Government requires ministers, heads of ministerial-level agencies, heads of government agencies, and Chairmen of People's Committees of provinces and cities to promote solidarity and unity in direction and administration; resolutely overcome the situation of avoiding and shirking responsibility, being hesitant, afraid of making mistakes, afraid of responsibility, not daring to advise and propose work handling. Be timely, calm, and clear-headed in policy responses; take advantage of favorable factors and opportunities in domestic and international markets at the end of the year.

The Government requires continuing to implement a proactive, flexible, timely, effective monetary policy, coordinated synchronously, closely, and harmoniously with the management of a reasonable, focused, and key expansionary fiscal policy and other policies. Resolutely remove difficulties and obstacles for production and business, and increase the economy 's ability to absorb capital. Closely monitor the real estate market and corporate bond market, proactively respond to developments and risks that may arise. Effectively implement policies on tax, fee, charge, and land rent exemption, reduction, and extension that have been issued.

Closely follow the developments in market supply and demand and prices, proactively implement market and price stabilization programs, especially in the last months of 2023 and the Lunar New Year 2024.

In particular, the Government requires the implementation of a plan to adjust prices of State-managed goods and public services, especially electricity prices, healthcare and education services, according to a roadmap, timetable, and appropriate level, in accordance with regulations and close to reality, ensuring both promoting growth, production and business, and controlling inflation according to the set targets.

Along with that, monitor and grasp the labor and employment situation, have solutions to promptly support workers to change jobs sustainably, ensuring stable lives for workers. Organize and deploy preparations and care for people's lives during the harvest season and the Lunar New Year of Giap Thin 2024.

Regarding the implementation of the socio-economic recovery and development program, the Government requested the Vietnam Bank for Social Policies to prepare the necessary conditions and procedures to ensure the disbursement of all the capital expected to supplement the loan policy to support job creation, maintenance and expansion in 2023.

The Government also requires ministries, agencies and localities to proactively, resolutely, synchronously and effectively implement tasks and solutions to promote disbursement of public investment capital. Review and immediately adjust capital investment plans from slow-disbursement projects to projects with good progress and need for additional capital. Determined to strive to achieve the disbursement rate target of over 95% of the plan assigned by the Prime Minister in 2023.

Regarding the implementation of the three national target programs, the Government requires ministries, agencies and localities to absolutely not allow any situation of evasion, shirking of responsibility, loss, waste, corruption and negativity to occur, and strive to disburse 95% of the capital plan for 2023. Relevant ministries urgently prepare documents for the draft resolution of the National Assembly on piloting the implementation of specific mechanisms to remove some difficulties and obstacles, speed up the implementation progress of the three national target programs for the period 2021 - 2025, including the pilot mechanism of comprehensive decentralization to the district level in implementing national target programs, and report to the Government before December 1, 2023.
