HCMC: More than 1,000 apartments and commercial houses continue to be considered for pink books

Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang emphasized that speeding up the issuance of pink books for projects not only ensures the legitimate rights of home buyers but also contributes to increasing transparency and stabilizing the real estate market in Ho Chi Minh City.

On October 10, Working Group 1645 chaired by Director of the Department of Agriculture and Environment of Ho Chi Minh City Nguyen Toan Thang worked with 4 investors to remove obstacles and consider granting Certificates of land use rights, house ownership rights and assets attached to land (pink books) to home buyers in commercial housing development projects.

At the Avalon apartment project (No. 53 Nguyen Thi Minh Khai, with Avalon Saigon Co., Ltd. as the investor) with a scale of 51 apartments put into use since 2006, the Ho Chi Minh City Land Registration Office said that the project still has two problems: the land use term is only until February 21, 2027 and the investor has not been extended; at the same time, the financial obligations have not been determined when adjusting the project's objectives to add the function of apartments for sale.

The investor proposed to separate the issued certificates into individual apartments to issue to buyers and hopes to soon receive guidance from the authorities on financial obligations.

Mr. Nguyen Toan Thang assigned the Department of Finance and the Department of Land Economics (Department of Agriculture and Environment) to review documents and determine financial obligations to speed up the process of granting certificates to residents.

For the Van Phuc 3 project (Hiep Binh ward, Thu Duc city) with Van Phuc Real Estate Investment Joint Stock Company as the investor, with a scale of 373 low-rise housing lots and a number of apartment blocks, the investor requested to issue pink books for 199 units (171 townhouses, 28 villas). Mr. Nguyen Toan Thang agreed with the working group to approve the issuance of pink books for 199 units as requested.

At the Hiep Binh Ward Apartment project, invested by Ladona Real Estate Company Limited, with a scale of 778 units (734 residential apartments, 38 commercial service apartments, 6 low-rise apartments), the investor committed to fulfilling the obligation to hand over 2% maintenance fee after residents elected the management board. The working group agreed to resolve the issuance of pink books for this project.

The Long Binh Ward residential area, invested by Ngan Thanh Joint Stock Company, has a total land area of ​​over 164,900m² with many categories of residential land, commercial service land, and educational land. The investor requested to issue pink books for 79 low-rise houses in the garden townhouse area. The working group agreed to resolve this request.

Mr. Nguyen Toan Thang emphasized that speeding up the issuance of pink books for projects not only ensures the legitimate rights of home buyers but also contributes to increasing transparency and stabilizing the real estate market in Ho Chi Minh City.
