General Secretary To Lam emphasized that the opinions at the meeting with voters were very enthusiastic and responsible, showing consensus and high appreciation for the Party and State's guidelines, lines and policies.
The General Secretary cited that the contents of the resolutions recently issued by the Politburo were clearly understood by the majority of people and voters, showing consensus and support.
Regarding the issue of administrative procedure reform, the General Secretary assessed that the general situation is very positive. However, there are still bottlenecks, machinery, and staff shortages...
"We must raise our thinking level. Previously, officials sat at the ward level waiting for people to come and get their documents confirmed. Now, officials must proactively grasp the difficulties of the people to solve them. People at risk of hunger and malnutrition must be solved, not left hungry and cold," the General Secretary said, adding that in the coming time, we need to continue reform. Unnecessary procedures must be eliminated, not allowing administrative procedures to be a burden for local authorities and the people.
Regarding the activities of two-level local governments, the General Secretary continued to thoroughly grasp the viewpoint of strong decentralization and delegation of power according to the motto "locality decides, locality acts, locality takes responsibility". All people's problems must be handled at the grassroots level.
The General Secretary requested Hanoi to review its work, respond to voters' requests and aspirations, properly implement a government close to the people, serve the people better, and take people's satisfaction as a measure of government performance.
"As long as people still complain about the government here and there, it means it is not operating effectively. That is the highest measure," the General Secretary emphasized.

Qualified for high school universalization
Regarding Resolution 71 of the Politburo on breakthroughs in education and training development, the General Secretary said that the resolution identified improving the quality of education, especially higher education, and preventing brain drain as important and pivotal content for national development.
According to the General Secretary, after universalizing preschool, primary, and secondary education, the whole country now has the conditions to universalize high school education. Previously, when asking the Ministry of Education and Training why high school education was not universalized, the General Secretary received the answer that "now there is a lack of schools, classes, and teachers."
However, the General Secretary affirmed that the State must take care of this, must ensure it, and must create conditions for children to go to school.
The General Secretary analyzed that for 14-year-olds, if they do not go to high school after graduating from junior high school, what will they do? At that time, they will easily become idle because no one will hire them to work. "Why not allocate social resources so that when they are 17 or 18 years old, they can go to work instead of going to school. To have such conditions, we must popularize education," the General Secretary said, noting that exams should be reduced to reduce pressure on parents, students and teachers. Poor students must be retrained.
In addition, if the commune or ward level lacks schools and teachers, the city must be asked to build schools and recruit more staff to ensure that all children can go to school. This is stipulated in the Constitution and the law.
According to the General Secretary, in addition to reducing tuition fees, we will also work to ensure that children go to school with adequate health, nutrition, and height. Next, we will make textbooks free, so that one set of books can be used for many years.
Agreeing with voters' recommendations on the brain drain issue, the General Secretary said that there should be solutions to make good use of talents, considering attracting talents from around the world to work in Vietnam.
