This content was emphasized by Member of the Standing Committee of the Government Party Committee, Party Secretary - Minister of Home Affairs Pham Thi Thanh Tra when presenting a speech with the topic: "Promoting the role of cadres, civil servants, public employees, and workers in the era of rich, civilized, prosperous, and happy development of the nation" at the discussion session of the 1st Government Party Congress, term 2025-2030, held on the afternoon of October 12.

Cadres are the "key of the key"

Minister Pham Thi Thanh Tra summarized that, over the 80 years since the founding of the country, the Party has always identified cadres as the root of all work, the "key of the keys" in Party building and national governance.

The Minister emphasized that all victories of the revolution, from the cause of national liberation and reunification to the cause of innovation, development and integration, all originated from the Party's correct guidelines on personnel work, as well as from the efforts and dedication of the team of cadres, civil servants and public employees - those who directly realized the Party's guidelines and policies and the State's laws.

Entering a new era of development, the Party's leadership role in personnel work becomes more important than ever.

Therefore, the Minister affirmed: "The Party is not only a political leader, but also a force for institutional creation, building innovation momentum and forming a new system of public service values, suitable to the requirements of modern national governance."

In the context of digital transformation, globalization, green economic development, knowledge economy and circular economy, the head of the Home Affairs sector realized that the team of cadres and civil servants need to change their thinking, act flexibly, proactively and creatively.

"They are not only public servants, but also policy makers and people servants, with strong political will, clear ethics, technological capacity and innovative thinking," the Minister requested of current officials and civil servants.

From current practice, Minister Pham Thi Thanh Tra also frankly acknowledged that the team of cadres, civil servants and public employees still has certain limitations, especially in renewing thinking, awareness and promoting the Party's leadership role in personnel work.

5 key task groups

Faced with new development requirements, Minister Pham Thi Thanh Tra proposed five key task groups that need to be implemented synchronously.

Firstly, the Minister said that the Party needs to continue to promote its comprehensive leadership role in creating values and an environment for the development of cadres, civil servants and public employees.

According to the Minister, this is demonstrated in three aspects: Political and ideological leadership, ensuring the mettle and loyalty of cadres; institutional and mechanism leadership, creating a transparent, democratic, and fair legal corridor; organizational leadership, implementation, inspection, supervision, linking cadre work with public service efficiency and people's trust.

Next, the head of the Home Affairs sector also emphasized the need to perfect institutions and policies that are synchronous, interconnected, transparent and effective, and continue to fully institutionalize the Party's policies on personnel work in the spirit of Resolution 26-NQ/TW, Conclusion 48-KL/TW of the Politburo and new regulations.

"It is necessary to build a unified legal system, eliminate overlaps and conflicts between regulations on organizational apparatus and laws on cadres, civil servants and public employees, to form an effective and efficient administration that serves the people," the Minister stated urgent requirements.

Regarding the focus on building a civilized and modern system of values and public service culture, associated with building Vietnamese cultured, ethical and personality people in the new era, the Minister said: "It is necessary to form a standard system of values for civil servants and public employees - with heart, vision, daring to think, daring to do, daring to take responsibility for the common interests of the country".

Minister Pham Thi Thanh Tra also mentioned the innovation in management and improvement of the quality of cadres, civil servants and public employees. The head of the Home Affairs sector pointed out the importance of building a standard capacity framework, considering this as the foundation for forming a high-quality strategic cadre team.

In conclusion, according to the Minister, in the context of digital transformation and deep international integration, the application of artificial intelligence, data analysis and digital governance in personnel work is an inevitable requirement.

"Under the leadership of the Politburo, the Central Executive Committee and the Government Party Committee, the team of cadres, civil servants and public employees will certainly continue to mature, becoming the core force in modern national governance, contributing to building a strong, prosperous, civilized and happy country in the new era," Minister Pham Thi Thanh Tra emphasized.
