On October 16, the Department of Education and Training of Ho Chi Minh City issued important notes to all educational institutions on implementing extracurricular education programs.
When organizing extracurricular activities, schools must ensure practicality, linked to specific educational goals and content, consistent with the general education program; focus on safety and efficiency during the organization process. In addition, limit organizing the whole school, many grades or too many students at the same time.
In particular, the organization of extracurricular educational activities must have the consent of the students' parents and must be voluntarily participated by the students; students from outside the school are not allowed to participate in the unit's extracurricular educational activities.
Organizing extracurricular activities must ensure absolute safety for teachers, staff, and students. Pay attention to weather, climate, and epidemics during the organization and implementation process.
The head of the unit is primarily responsible for organizing extracurricular educational activities at the unit, working directly with the coordinating unit on content, sufficient funding to cover expenses, programs and archives according to regulations at the unit.
The dossier includes: Plan for organizing extracurricular activities. Detailed plan to ensure safety. Decision to establish an organizing committee (must have medical staff from the unit). Contract signed with the coordinating organization unit. Schedule of extracurricular activities. Travel insurance for the organizing committee and students. Sample letter to notify parents. Trip regulations. List of vehicles and teachers in charge (attached contact phone number).
The City Department of Education and Training also stipulates that schools must notify management agencies two weeks in advance of extracurricular activities when organizing activities.

The Department of Education and Training of Ho Chi Minh City requires not accepting students from outside the school to participate in the unit's extracurricular educational activities.
In addition to notes on extracurricular programs, the department also regulates contents related to the management of students, trainees, boarding students, and semi-boarding students.
Accordingly, educational institutions must review equipment and facilities in dormitories and boarding and semi-boarding areas for students and ensure they are designed safely, periodically inspected, maintained and repaired promptly.

Schools absolutely do not arrange centralized bathrooms in boarding and semi-boarding areas.
Boarding and semi-boarding rooms, if using bunk beds, must have bars on both sides to ensure safety. Boarding and semi-boarding rooms must be designed to be airy, clean, tidy, regularly cleaned and periodically prevented from epidemics. In case students have an infectious disease, they must be isolated from the boarding and semi-boarding area and promptly coordinated with specialized agencies for support and handling. Boarding rooms have an area corresponding to the number of boarding and semi-boarding students according to the standard of living area of not less than 4 m2/place and are arranged separately for men and women.
In particular, toilets and bathrooms are designed outside the dormitory rooms, arranged separately for men and women. The area of toilets, bathrooms and equipment used corresponds to the number and needs of boarding and semi-boarding students. Absolutely do not arrange bathrooms in the boarding and semi-boarding areas. The dining area for boarding and semi-boarding students is designed to be clean, safe, and ensure food safety and hygiene criteria according to regulations. The standard area of dining rooms in boarding and semi-boarding areas is from 0.75 m2/place to 1.0 m2/place.
