This morning (October 1), Committee 3 on industries, production, processing, and manufacturing within the framework of the Vietnam Private Economic Panorama 2025 (ViPEL 2025) held a meeting and discussed relevant issues. More than 20 leading industrial manufacturing enterprises attended the meeting.
Sharing at the meeting, Mr. Vu Van Tien - Chairman of the Board of Directors of Geleximco Group - commented: "We have the intelligence and ideas, the problem is how to act in difficult circumstances. Instead of 10 people doing it, if a million people do it together, it will become a movement."
According to Mr. Tien, the business alliance needs to be determined to promote the goal of increasing the localization rate and developing supporting industries in the next 5 years.
Ms. Pham Thi Ngoc Thuy - Director of the Office of Private Economic Development Research Board (Board IV) - said that the first projects in the list of 20 large national projects piloted by ViPEL must create dual public-private benefits.
"That means bringing clear values to the community such as promoting growth, creating jobs, social security, while ensuring sustainable economic efficiency for the private sector," Ms. Thuy explained.
According to her, ViPEL's vision is built on the "public-private partnership" model, a new approach to shift from "each doing their own thing" to "acting together".
"The state cannot do everything by itself, and private enterprises cannot do it alone. But if we join hands, Vietnam will have a new competitive advantage," she emphasized.
She said this model allows the State and enterprises to jointly determine goals, resources and responsibilities from the beginning, while being open, transparent and having a common monitoring mechanism to avoid group interests.
ViPEL is designed according to the "20 - 200 - 2,000" structure. ViPEL 20 is a national strategic project; ViPEL 200 is a local project, solving infrastructure and logistics bottlenecks; and ViPEL 2,000 focuses on grassroots scale, creating jobs and improving people's lives.
“This design not only closely connects project levels but also opens up opportunities for businesses to participate on many scales and in many fields,” Ms. Thuy explained.

Alliance to increase the localization rate of technology
Speaking at the meeting, Ms. Tran Thi Thu Trang - Chairwoman of the Board of Directors of Hanel PT New Generation Technology Joint Stock Company - said that it is necessary to consider policy mechanisms in parallel with projects. "We should go into the institutional declaration instead of focusing on each specific project. This is not just a project of one company but an alliance working together, turning the product into a high-quality product," she suggested.
Sharing the same view, Mr. Le Phung Thang - Chairman of the Board of Directors of Citicom Trading Joint Stock Company - also supports the alliance plan.
“The projects are currently only at the enterprise and local scale. But if we join forces, we will increase the localization rate of technology, equipment and added value of the industry,” Mr. Thang affirmed.
Mr. Hoang Duc Vuong - Chairman of Vietcycle Corp - suggested that the State should experiment with new policies to remove obstacles. "To develop supporting industries, foreign enterprises entering Vietnam should form joint ventures so that domestic enterprises can learn," Mr. Vuong said.
Meanwhile, Mr. Dinh Duc Thang - Chairman of the Board of Directors of Stavian Chemical Joint Stock Company - emphasized the green direction of the projects. He said that different types of waste need to be recycled, aiming for Net Zero. He affirmed that this is an opportunity to develop a green economy when using all renewable energy.
The Private Economic Development Research Board (Board IV) held a ceremony to announce the Vietnam Private Economic Panorama model and introduce the Executive Council and key personnel of the committees.
Entrepreneurs and businesses will join hands to build a model of Vietnam's Private Economic Panorama with the continuous operation of committees, including working groups and associations, contributing their efforts.
Under the direction of the Prime Minister , Committee IV was assigned to deploy the model, playing the role of a special public-private bridge, aiming to change the mindset from "each person doing their own thing" to the spirit of "public-private co-creation".
The highlight of the model is to promote new actions, ensuring the implementation of Resolution 68 brings about real results. Activities will be deployed at three levels: national, local, and grassroots, to mobilize the participation of businesses of all sizes and in all fields.
