5 localities propose merging dozens of universities and colleges

Ho Chi Minh City, Ca Mau, Phu Tho, Thanh Hoa, and Ha Tinh have proposed plans to merge and consolidate public educational institutions, including universities and colleges.

In Ca Mau , the Provincial People's Committee proposed to maintain Bac Lieu University, while developing a roadmap to transition to self-financing regular expenditures. The province also proposed to merge Ca Mau Medical College and Bac Lieu Medical College into Ca Mau Medical College; Vietnam - Korea Vocational College Ca Mau and Bac Lieu Vocational College into Vietnam - Korea Vocational College Ca Mau.

The province proposed to merge Ca Mau Community College and Bac Lieu College of Economics and Technology to form Ca Mau College; Merge Vietnam - Korea Vocational College Ca Mau and Bac Lieu Vocational College into Vietnam - Korea Vocational College Ca Mau. The locality also proposed to merge Ca Mau Community College and Bac Lieu College of Economics and Technology into Ca Mau College.

After the arrangement, Phu Tho has 1 university, 1 medical college, 3 vocational colleges in 3 regions that are self-sufficient in part for regular expenses, reducing 4 colleges.

The province will merge Hoa Binh Pedagogical College into Hung Vuong University; merge Hoa Binh Medical College into Phu Tho Medical College under the Provincial People's Committee, and at the same time, based on the approved planning policy, continue to research and build into a University of Medicine and Pharmacy in the period 2026-2030.

Phu Tho plans to reorganize Vinh Phuc College in the following direction: Transferring the Medical field to Phu Tho Medical College. Transferring the Pedagogical field to Hung Vuong University, merging the remaining departments of Vinh Phuc College into Vinh Phuc Technical College under the Provincial People's Committee.

Thanh Hoa is the only locality that has proposed merging two universities, including Hong Duc University and Thanh Hoa University of Culture, Sports and Tourism. The merger is expected to form a multidisciplinary university, increase its appeal to students and expand international cooperation.

In addition, the province also proposed merging four vocational training institutions: Thanh Hoa Industrial College, Nghi Son Vocational College, Bim Son Vocational College and Thanh Hoa Technical College.

The Department of Education and Training of Ho Chi Minh City proposed to keep Pham Ngoc Thach University of Medicine and Thu Dau Mot University, and transfer Ba Ria - Vung Tau Pedagogical College to Saigon University because they are in the same field of pedagogical training.

The Department of Education and Training said that about 30 colleges and intermediate schools will be rearranged, leaving 19 schools. Among them are two new schools: Saigontourist College of Tourism and Hotel (upgraded from Saigontourist College of Tourism and Hotel); Ho Chi Minh City College of High-Tech Agriculture (merging Ho Chi Minh City College of Agricultural Technology with College of Agriculture and Forestry and Center for Vocational Education of High-Tech Agriculture).

According to recent figures, the country has about 200 public universities under more than 60 management agencies, with about 60 schools managed by the Ministry of Education and Training, more than 100 schools managed by other ministries and branches, and the rest managed by localities. In addition, the country has more than 400 colleges.

The Ministry of Education and Training is developing a project to merge and dissolve substandard universities and vocational schools, expected to be submitted to the Government for approval in 2025 and implemented from 2026.
