5 provinces and cities plan to merge dozens of universities and colleges

(Dan Tri) - Dozens of universities and colleges in provinces and cities such as Ho Chi Minh City, Ha Tinh, Thanh Hoa... are expected to be merged to streamline educational facilities according to the Government's direction.

Merging dozens of universities and colleges in localities

In Ca Mau , it is expected that 6 colleges will be rearranged and streamlined into 3.

Specifically, the two Medical Colleges of Ca Mau and Bac Lieu merged with each other. The Vietnam - Korea Vocational College, Bac Lieu Vocational School and Ca Mau Community College merged with Bac Lieu Economics - Technology.

Phu Tho Department of Education and Training proposed merging Hoa Binh Pedagogical College and the Pedagogical field of Vinh Phuc College into Hung Vuong University.

The remaining groups of Vinh Phuc College will merge into Vinh Phuc College of Economics and Technology.

Hoa Binh College of Economics and Technology, Hoa Binh College of Economics and Technology and Song Da Vocational College merged into Hoa Binh Vocational College.

After the arrangement, Phu Tho province has 1 university, 1 medical college, 3 vocational colleges in 3 regions that are self-sufficient in part of regular expenses, reducing 4 colleges.

Currently, Ha Tinh province has 640 educational and training units, including Ha Tinh University, 38 high schools, 148 middle schools, 220 primary schools and 233 kindergartens.

According to the new plan, Ha Tinh province proposed to continue researching the merger of Ha Tinh University into a member university of Hanoi National University or according to the new direction of the Ministry of Education and Training.

Vocational Education - Continuing Education Centers and 5 vocational schools of Ha Tinh are expected to remain unchanged.

Thanh Hoa plans to merge two universities, including the School of Culture, Sports and Tourism and Hong Duc. In addition, Thanh Hoa Industrial College, Nghi Son Vocational College, Bim Son Vocational College and Thanh Hoa Technology will be merged together.

In Ho Chi Minh City , it is expected that about 30 colleges and intermediate schools will be rearranged into 19 schools. Of which, Pham Ngoc Thach and Thu Dau Mot Medical Universities will remain. Saigon University will receive Ba Ria - Vung Tau Pedagogical College.

The Ministry of Education and Training has not been able to arrange affiliated schools.

According to a document sent by the Ministry of Education and Training to the Ministry of Home Affairs on October 15, this unit cannot yet arrange its affiliated universities because it is stuck with two different projects.

Specifically, according to the Government's direction, the Ministry of Education and Training was assigned to review and arrange its affiliated units and report the plan before September 25, but the Ministry has not yet implemented it because it is presiding over the project to arrange and reorganize the system of higher education institutions and the project to transfer a number of schools to local management.

The country has about 200 public universities, of which the Ministry of Education and Training manages about 60 schools, other ministries and branches manage more than 100, and the rest are under local authority.

Schools under the Ministry of Education and Training are all included in the arrangement project under Resolution 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development and the project under Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development. Therefore, the Ministry plans to propose to implement by merging the above two projects into one and submit to the Prime Minister for consideration.

In addition, the Ministry of Education and Training also encountered difficulties in arranging vocational and continuing education facilities. According to the proposal of this Ministry, it is allowed to only review and arrange vocational and continuing education centers according to inter-ward and communal areas.

The organization into vocational high schools or the merger into junior colleges or colleges will be carried out after the vocational high school model is recognized.

At the recent 2025 Higher Education Conference, Minister of Education and Training Nguyen Kim Son said that a major restructuring of public educational institutions will be carried out within the next 3 months.

The head of the education sector affirmed that this major reorganization of educational institutions is an order, an opportunity, a time for university education to make a breakthrough.
