"The test of fire" from the practice of Resolution 18

In 2025, in the context of the entire city implementing the completion of the 2-level local government model, the Hue City Party Committee's Organization Board became the "focal point" shouldering the heaviest responsibility. Hundreds of tasks were piled up, thousands of documents had to be issued every day during the peak of the implementation of the project to reorganize the apparatus. Mr. Dang Van Son, Deputy Head of the City Party Committee's Organization Board, recalled: "The pressure not only came from the workload, but also from the requirement of absolute precision. Every personnel decision, every project to establish or merge party cells and party committees is directly related to the people and stability of the grassroots party organization."

Summarizing Resolution 18, Hue City Party Committee has strongly implemented consolidation, merger, and streamlining of the organizational system: Reducing 30% of administrative agencies, reducing dozens of departments, offices, and public service units; after the arrangement, the commune level has 40 administrative units operating stably and smoothly, without any gaps in management. To achieve that result, the City Party Committee's Organization Board is the "locomotive", promoting the strategic advisory role for the City Party Committee in personnel work, handling the huge amount of work with a high sense of responsibility, accuracy, and discipline.

Mr. Dang Van Son shared: “Personnel work is the lifeblood of the organization. Implementing Resolution 18 is not only an administrative problem, but also a story of people's hearts, responsibility and trust. From the beginning, the City Party Committee's Organizing Committee determined that all decisions on personnel must be fair, transparent, and minimize disruption. The Committee advised the City Party Committee's Standing Committee to issue a set of criteria for appointing officials so that the implementation takes place methodically, closely, and appropriately for each position. That scientific and democratic way of doing things helps the whole city not to generate complaints and denunciations, clearly demonstrating the spirit of consensus and discipline within the team."

Under the pressure of time and exacting requirements, every correct, timely and creative decision contributes to preventing the process of restructuring the apparatus from stagnating.

The highlight in the process of implementing Resolution 18 in Hue is the unity in leadership, consensus in action and proactiveness in implementation. From the Party Committee to the grassroots level, the spirit of "doing and learning from experience" is deeply imbued, not hasty, but also not stagnant.
