The Politburo has issued Regulation No. 365 on standards for positions of officials under the management of the Party Central Committee, the Politburo, and the Secretariat, and the framework of standards for positions of leaders and managers at all levels. Regulation 365 replaces Regulation No. 89 of 2017 and Regulation No. 214 of 2020 of the Politburo, related to this content.
Regulation 365 clearly states the standards for positions of officials under the Central management and the framework of standards for positions of leaders and managers at all levels in the political system.
This regulation applies to Party committees, Party organizations, collective leadership of agencies, units and individuals with authority in personnel work.

The regulation also applies to cadres considered for planning, training, fostering, mobilizing, arranging, rotating, appointing, and recommending candidates for leadership and management positions in the political system at the central and local levels.
According to the Politburo , this is the basis for building a team of leaders and managers at all levels, especially strategic-level cadres with sufficient virtue, talent, heart, vision, strength, revolutionary enthusiasm, qualities, capacity, and prestige to meet the requirements and tasks in the new revolutionary period.
This new regulation will also be the basis for Party committees and leadership collectives of agencies and units to specify, develop and promulgate standards for leadership and management positions within their management scope, ensuring objectivity, democracy and fairness.
The Politburo clearly stated that the standards for cadre titles are closely related to each other; both "virtue" and "talent" are important, moral qualities and lifestyle are the foundation, and capacity and work efficiency are the measures to select cadres.
Notably, Regulation 365 clearly states a number of special cases applying title standards when appointing and introducing candidates.
Firstly, cadres transferred or rotated from other places do not necessarily have to meet the standard of "having held key leadership and management positions at direct subordinate levels".
Second, officials appointed to hold equivalent positions or concurrently hold other positions do not necessarily have to fully meet the standards for equivalent positions or concurrent positions.
Third, officials working in the armed forces, public service units, and state-owned enterprises, when appointed or nominated for election, do not necessarily have to meet the standards for certificates of training in state management knowledge and skills.
Fourth, when considering, appointing, and introducing candidates for new positions not yet included in this Regulation, general standards shall be applied and standards for equivalent positions with similar positions and characteristics shall be applied.
Fifth, first-time appointments to leadership and management positions at all levels do not necessarily require full compliance with standards on leadership and management achievements and experience in key leadership positions at lower levels.
Sixth, other special cases shall be considered and decided by the competent authority managing the cadres.
Based on this regulation, the Central Organizing Committee shall preside over and coordinate with relevant agencies to guide, monitor, inspect and supervise the implementation; advise the Politburo and the Secretariat to carry out the assessment, planning, training, fostering, mobilizing, arranging, rotating, appointing and introducing candidates.
Party committees, party organizations, agencies, public service units, and enterprises directly under the Central Government shall, based on this Regulation and practical requirements of localities, agencies, and units, develop and promulgate standards for leadership and management positions under their authority to carry out assessment, planning, training, fostering, mobilizing, arranging, rotating, appointing, and recommending candidates.
The Politburo noted that during the implementation process, if there are any problems, localities, agencies and units should report to the Central Organizing Committee for synthesis and reporting to the Politburo.
