The Ministry of Industry and Trade urgently requests the implementation of regulations on electronic invoices for gasoline and oil.

The Ministry of Industry and Trade has sent an official dispatch to key traders and petroleum distributors regarding the implementation of regulations on electronic invoices and the provision of electronic invoice data as prescribed.

On March 18, the Ministry of Industry and Trade issued urgent documents to the People's Committees of provinces and centrally run cities, the Departments of Industry and Trade of provinces and cities; key petroleum traders; and petroleum distributors regarding the implementation of regulations on electronic invoices and the provision of electronic invoice data as prescribed.

The Ministry's document stated that in Resolution No. 28 dated March 5 of the regular Government meeting in February 2024, the Prime Minister assigned ministries, branches and localities in March and the coming time to strengthen urging, supervision, inspection and resolutely implement the management and use of electronic invoices for petroleum business and retail activities.

The Prime Minister also assigned localities to closely coordinate with the Ministry of Industry and Trade and the Ministry of Finance to direct functional forces to consider handling petroleum businesses that do not comply with regulations on electronic invoices by March 31, including requiring them to temporarily suspend business operations and revoke licenses and certificates of eligibility to do business in accordance with the law.

At the same time, strengthen the urging, supervision, inspection and resolutely implement the management and use of electronic invoices for petroleum retail business activities according to the direction of the Prime Minister. Coordinate with the Ministry of Finance and the Ministry of Industry and Trade to direct functional forces to review and handle petroleum businesses that do not comply with regulations on electronic invoices by March 31, 2024.

In Official Dispatch No. 1655 , the Ministry of Industry and Trade requested the Departments of Industry and Trade of provinces and centrally-run cities to urge and supervise petroleum traders in their localities to comply with the provisions of law on petroleum trading; issue electronic invoices at petroleum retail stores for customers for each sale at petroleum retail stores and provide electronic invoice data as prescribed.

Besides, closely monitor the supply and demand balance of petroleum products to avoid the situation where petroleum stations stop selling, causing local supply shortages in the area.

According to information released by the Ministry of Finance, as of February 26, 2024, 7,542 retail gasoline stores nationwide have issued electronic invoices for each sale according to regulations. This number increased by 5,849 stores compared to the beginning of December 2023.

In particular, many localities have recorded high implementation rates, such as Bac Ninh reaching 100%, Dak Lak reaching 97%, Thanh Hoa reaching 95%, Yen Bai reaching 91%, Nam Dinh reaching 89%, Hai Duong reaching 88%, Ba Ria - Vung Tau reaching 83%, Quang Nam reaching 82%, Vinh Phuc reaching 81%...

Currently, there are about 17,000 petrol retail stores nationwide. Thus, nearly 9,500 petrol stores nationwide (accounting for 55.8%) need to soon issue electronic invoices for each sale according to the provisions of the Tax Administration Law.
