Science and technology provide knowledge and tools. Innovation transforms that knowledge into life. Digital transformation amplifies knowledge, spreads it quickly, popularizes it, connects it, creates new land and a new environment, helping science, technology and innovation to take place faster.
Five key solutions to promote development
In order for the above three driving forces to truly promote industrialization, modernization and economic restructuring, the Government has identified five major solutions:
The first is a breakthrough in the institutions and financial mechanisms for science and technology development. It is necessary to change the management method from budget allocation to ordering, contracting based on results and managing by objectives. Management will shift from checking invoices and documents to evaluating research results, from input management to output management. Research organizations that operate effectively and commercialize research results will be granted more budget, and vice versa.
The second is to develop high-quality human resources and a culture of innovation. In this phase, knowledge, skills and talent will be at the center. Vietnam will implement a program of one million digital skills, 100,000 high-tech engineers, and 10,000 AI and semiconductor experts. Along with that, a mechanism will be established to promote Vietnamese experts on a global scale.
Developing talent is closely linked to building an innovative nation, making innovation a way of life for all people and organizations. In particular, it is necessary to build a culture of innovation, encourage exploration and be tolerant of failure. With the support of digital technology, a "one-person business" model will be created, allowing anyone to do business as an enterprise.
Third is building data infrastructure and digital platforms. Data and digital platforms are considered the new infrastructure of industrialization and modernization, and at the same time the new infrastructure to restructure the economy and establish a new growth model. This solution requires a shift from heavy investment in technology infrastructure to heavy investment in data and analytical capacity (or analytical human resources).
The fourth is to develop the research and development (R&D) ecosystem. The focus is on building an R&D ecosystem with the core being the "three-house" connection: the State, institutes/schools and enterprises. The State will place orders for strategic technologies (11 groups of strategic technologies have been announced) and strategic products. Then, enterprises will be assigned as general contractors, with the participation of institutes/schools in research. The orientation is to transfer basic research to universities and transfer technological research to enterprises.
The fifth solution is to build a comprehensive digital nation. After 5 years of launching digital transformation, Vietnam has entered the stage of building a comprehensive digital Vietnam, including digital government, digital economy and digital society, with digital citizens at the center. The goal is to move from digital transformation to AI transformation and from digitalizing administrative processes to national governance using data and digital platforms.
The government sets a model and stimulates domestic technology
Minister Nguyen Manh Hung emphasized that the Government will set a model for digital governance innovation. To stimulate domestic innovation, the State will publish 50 to 100 innovative digital government problems each year. These problems will be assigned to domestic enterprises to develop. The Government will then implement procurement based on results to stimulate domestic technology demand.
This measure is considered "killing two birds with one stone", both developing Vietnam's digital government and developing Vietnamese digital technology enterprises.
