On October 8, the Provincial Party Standing Committee organized a training course to update knowledge for cadres under the management of the Provincial Party Standing Committee. Comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council attended and directed the conference.

In the morning, delegates listened to Architect Tran Ngoc Chinh, Chairman of the Vietnam Urban Development Planning Association, former Deputy Minister of Construction, deliver a presentation on the topic "Urban planning management and issues raised in managing millennium heritage urban areas".

The topic focused on assessing the current status of the legal document system related to urban planning management; the current status of the implementation of the process of establishing, appraising and approving urban planning projects; experience in urban planning management in some countries; some issues that need to be innovated in urban planning management - a case study for Ninh Binh . The topic also mentioned some issues arising in the management of millennium heritage urban areas.

In the topic, Architect Tran Ngoc Chinh also suggested a number of solutions to effectively manage the Ninh Binh millennium heritage urban area: Building specific mechanisms and policies to mobilize maximum resources for the goal of preserving and promoting cultural and natural heritage values; Building a synchronous urban heritage development plan, combining conservation and modern infrastructure development, ensuring sustainability and harmony with the environment; Optimizing the use of space and resources in functional areas; Strict regulations on preserving architecture, landscape and environment are needed, ensuring harmony between urban development and cultural heritage protection; Managing implementation according to the plan, ensuring development and conservation activities comply with the approved plan; Building a heritage urban brand...

In the afternoon, Associate Professor Dr. Nguyen Thi Thu Phuong, Director of the Vietnam National Institute of Culture and Arts, presented the topic "Developing cultural industries based on competitive advantages associated with building heritage cities and promoting creative startups". The topic focused on the core contents: Positioning Ninh Binh in the strategy of developing cultural industries in Vietnam; Explaining why Ninh Binh develops cultural industries based on competitive advantages; Orientation for developing cultural industries associated with building heritage cities and creative startups.

In which, Associate Professor Dr. Nguyen Thi Thu Phuong pointed out the competitive advantages of Ninh Binh and suggested directions for Ninh Binh to develop cultural industry associated with heritage urban areas and creative startups.

Comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a closing speech at the training course.

In his closing speech at the training course, comrade Doan Minh Huan, member of the Party Central Committee and Secretary of the Provincial Party Committee, emphasized the importance and role of lifelong learning; acknowledged the serious working spirit, enthusiasm and responsibility of the lecturers and trainees. He affirmed that the two topics introduced and conveyed were both important and extremely necessary, thereby helping the leaders and managers of the province have a comprehensive picture of urban planning management, cultural industry development and millennium heritage urban construction.

The Provincial Party Secretary noted a number of issues that need to be studied and focused on implementation to promote cultural industry, urban planning management, and heritage urban construction to promote the potential and strengths of Ninh Binh in the coming time. At the same time, he suggested that based on the knowledge acquired from the training course, each cadre should continue to study, apply and concretize in the process of leading and directing the implementation of tasks in localities, agencies and units, contributing to the province to soon realize the goal by 2035 of Ninh Binh becoming a centrally-run city with the characteristics of a millennium heritage urban area and a creative city.
