On the afternoon of October 22, the National Assembly discussed in groups three draft laws on amendments related to education, including the Law on amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended), and the Law on Vocational Education (amended).

Commenting on the draft Law amending and supplementing an article of the Law on Education, delegate Thach Phuoc Binh (Vinh Long) emphasized the role of educational streaming. On that basis, the delegate suggested that the provincial People's Committee develop streaming targets after junior high school and high school, with the goal of at least 20% of students choosing vocational training.
Along with that, delegates also proposed adding regulations on widely consulting professional organizations, universities and the social community when building the National Education System Framework.

Considering that diplomas can be issued in paper, electronic or digital form is a suitable step towards national digital transformation, however, according to delegate Thach Phuoc Binh, to ensure legal value and avoid fraud in digital diplomas, the delegate proposed to add regulations that electronic and digital diplomas are centrally managed at the National Diploma Information Portal; have the ability to authenticate online, trace origin and apply a unique identification code for each individual.
Along with that, delegates also recommended clarifying the responsibility for storing, backing up, and restoring electronic diplomas in case of technical problems, especially for long-term diplomas such as doctorates and masters.
With the trend of flexible learning and lifelong learning, delegates recommended that short-term skill certificates, online learning, and learning through professional experience should be recognized as equivalent to certificates in the formal education system if they meet accreditation standards.
Regarding the draft Law on Higher Education (amended), delegates recommended increasing financial, personnel and academic autonomy for universities, even those that are not yet fully autonomous financially, provided they have a clear internal control system. In addition, it is necessary to empower competent universities to organize the examination and recognition of the titles of professor and associate professor according to national standards.
Regarding the ownership model, delegates proposed allowing private or non-profit schools to choose the Board of Directors or Board of Trustees model instead of the School Council.

Commenting on the draft Law on Vocational Education (amended), delegates emphasized that to develop sustainable vocational education, there needs to be a comprehensive financial support policy for students in remote areas. This contributes to creating equal opportunities to access vocational education for all subjects. At the same time, promoting training models associated with practice at enterprises in priority areas such as high-tech agriculture or renewable energy.

Some opinions proposed to standardize the vocational secondary school model as an official branch in the general education system, to build an integrated cultural and vocational program. In addition, a flexible connection mechanism between education levels needs to be completed to expand lifelong learning opportunities.


Delegates also emphasized the need to periodically evaluate and rank vocational training facilities to improve quality, while prioritizing budget investment for high-quality vocational schools in disadvantaged areas or key economic zones...
