According to the Central Propaganda and Mass Mobilization Commission, at the 14th National Party Congress, the congress will discuss and approve documents, including 4 reports: Political report; Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Report summarizing 15 years of implementing the Party Charter; Report reviewing the leadership and direction of the 13th Party Central Committee.

The Congress will also discuss and approve the Report on personnel work of the 14th Party Central Committee; and carry out the election process of the 14th Party Central Committee according to the election regulations at the 14th Party Congress.

The Working Regulations of the 14th Congress include 6 chapters and 16 articles; inheriting the content stipulated in 16 articles of the Working Regulations of the 13th Congress, and at the same time supplementing, amending, and editing some contents to suit reality.

The election regulations at the 14th Congress consist of 5 chapters and 24 articles (like the election regulations at the 13th Congress). In particular, it inherits the entire content of 18 articles, and supplements and amends some contents in 6 articles of the election regulations at the 13th Congress. The Party Central Committee assigned the Politburo to continue studying, absorbing and perfecting the drafts based on the results of the Central Committee's discussions to submit to the 14th Congress for consideration and decision.

Regarding personnel work for the 14th Congress, based on the results of personnel introductions by Party committees and organizations at all levels and the opinions of appraisal, examination, review, and additional conclusions of competent agencies, the Politburo discussed, comprehensively evaluated, agreed on the list, and proceeded to vote on personnel introductions according to regulations.

At the same time, the Politburo also conducted a vote to introduce personnel for the 14th Central Inspection Committee (re-election and first participation). The Politburo reported to the Central Committee for comments on the report on the results and plan to introduce personnel to participate in the 14th Central Executive Committee, participate in the 14th Central Inspection Committee and conducted a vote to introduce personnel for the 14th Central Executive Committee and the 14th Central Inspection Committee.

The Party Central Committee assessed the personnel work of the 14th National Congress as "particularly important", "key of keys", and a decisive factor for the success of the 14th National Party Congress and the country's development in the coming period.

Personnel preparation must be based on standards, conditions, structure, and quantity according to the direction of personnel work for the 14th Congress and related regulations; ensuring regular and direct leadership of the Party Central Committee, the Politburo, the Secretariat, the Personnel Subcommittee, and the General Secretary, Head of the Personnel Subcommittee of the 14th Party Congress.

The personnel preparation for the 14th Congress is also closely linked with the plan to assign, arrange, and introduce personnel to take on leadership positions in the Central Party and State agencies for the 2026-2031 term, the Vietnam Fatherland Front, socio-political organizations, and localities for the coming term.
