Initial information said that the fire occurred on the afternoon of November 4, in village 8, Hoa Binh commune, Thuy Nguyen district, Hai Phong . The place where the fire broke out was a ground-level house used as a shoe warehouse.

Immediately after receiving the news, the Fire Prevention and Rescue Force of Thuy Nguyen District Police dispatched four fire trucks and dozens of officers to put out the fire.

Because the house was locked, the authorities had difficulty approaching the fire. The authorities had to use an excavator to break down the door and enter to put out the fire.
