According to the City Civil Defense Command, due to the influence of storm No. 10, there is heavy to very heavy rain in the upstream and in the city area; currently, the Hoa Binh hydroelectric reservoir is opening a bottom discharge gate, and the flood on the Thai Binh river system is rising rapidly.
Water levels measured at 7am on October 1 at hydrological stations in Ben Binh, Pha Lai, Cat Khe, and Phu Luong were all 0.27m to 0.57m higher than alert level 1. The water level of the Thai Binh River at Pha Lai was 4.40m, 0.4m above alert level 1, and continued to rise.
The Hai Phong City Civil Defense Command requested the Civil Defense Commands of communes, wards (with dykes) and sectors to deploy forces, conduct patrols and guard dykes according to alarm levels, promptly detect and handle any damage to dykes, embankments and culverts from the first hour.
The authorities check the closure of culverts under the dike; strictly implement the regulations on closing and opening culverts under the dike during the flood season. For culverts that still need to drain flooding, they must be on duty 24/7 and close them as soon as the water level of the river outside is equal to the water level in the fields.
Relevant agencies and functional forces closely monitor the recently completed dike repair works, key dike points, especially sluices across the dike, review the preparation of materials, means, and human resources according to the "four on-site" principle, and mobilize them immediately when needed. Strictly manage the wharves on the riverbank and vehicles traveling on the dike, check and immediately move production vehicles, and clear flood obstacles on the riverbank.
The Department of Agriculture and Environment has requested companies exploiting irrigation works to proactively operate pumping stations and drainage culverts to drain buffer water to prevent flooding and protect agricultural production. Conduct reviews and inspections of degraded irrigation works, focus on immediately fixing construction problems to serve pumping and drainage; deploy plans to ensure the safety of culverts under the dike, and plans to prevent flooding for key works and flooded areas.
According to the Department of Agriculture and Environment, up to now, all irrigation works in the city including: 662 culverts under the dike, 1,840 pumping stations; 68 reservoirs, 19,958 km of canals of all kinds are guaranteed to be safe./.
