
This is a step to concretize the Data Law 2024, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; at the same time, implementing Resolution No. 71/NQ-CP amending, supplementing and updating the Government's Action Program to implement Resolution 57; Resolution 214/NQ-CP of the Government on the Government's Action Plan on promoting data creation to serve comprehensive digital transformation.
Data is strategic infrastructure
Decision No. 3152 clearly states that data is a strategic infrastructure, playing a key role in breakthroughs in science , technology development, innovation and national digital transformation. The science and technology data system must play a fundamental role in leading scientific research activities, technology development, innovation and digital transformation, supporting policy making, improving investment efficiency and strengthening state management capacity.
At the same time, it is required to innovate the leadership, direction and management methods of the Ministry of Science and Technology based on data evidence; strengthen the integration of real-time data, statistical data, assessment, monitoring and warning to improve the effectiveness of state management and resource coordination; promote the provision of administrative procedures and public services of the Ministry of Science and Technology in the digital environment in a proactive and interactive manner, ensuring that data only needs to be entered once, improving efficiency and meeting the practical needs of people and businesses.
Science and technology data not only serve state management and provide public services, but also support the promotion of the innovation ecosystem, helping research institutes, universities, businesses, organizations and individuals to exploit effectively; build a public-private partnership model in collecting, processing and sharing science, technology, innovation and digital transformation data to create a comprehensive national data strength.
In addition, the decision also specifies that scientific and technological data must be standardized according to national and international standards, ensuring interoperability with ministries, branches, localities and international organizations. Priority is given to building common catalogs, standards on data management, open data, research data, public administration data and executive data.
The science and technology data infrastructure must ensure network security, national data sovereignty and comply with regulations on the protection of personal information and research data. Combine domestic cloud computing and the National Data Center to ensure both safety and cost optimization; form a data culture throughout the science and technology sector; all policies, activities and projects must use data in the process of building programs, plans, organizing implementation and evaluating results.
Developing and perfecting the ecosystem of scientific, technological, innovative and digital transformation data
The Ministry of Science and Technology's data strategy develops and perfects the ecosystem of science, technology, innovation and digital transformation data in a synchronous, unified, transparent, safe and effective manner; ensuring that data becomes essential infrastructure and an important resource for state management, administrative procedure reform, scientific research, technology development, innovation and digital transformation, promoting the development of the digital economy, digital society and digital government. By 2030, Vietnam strives to become a leading center for science, technology, innovation and digital transformation data in Southeast Asia.
With specific goals, the strategy clearly states: Completing the legal corridor related to the construction and development of scientific data, innovative technology and digital transformation; completing and putting into operation and use national digital platforms in the fields of science, technology and innovation; ensuring 100% integration and connection of data from ministries, branches and localities via digital platforms; data practically serving the leadership and state management of the Ministry of Science and Technology.
In addition, ensure that 100% of online public services of the Ministry of Science and Technology are provided in full and integrated on multiple platforms; data replaces all paper copies in administrative procedure records of people and businesses.

The strategy also clearly states the need to ensure that 100% of national databases and specialized databases of the Ministry of Science and Technology meet the criteria of "correct, sufficient, clean, alive, unified, shared", and are deployed to ensure information security at level 3 or higher; connect and synchronize with the National Population Database and the National General Database; digitize 100% of data on science, technology, innovation and digital transformation within the scope of the Ministry of Science and Technology; complete and put into use the Science and Technology Open Data Portal, and publish at least 5,000 open data sets on science, technology, innovation and digital transformation.
By 2030, 100% of staff in the entire science and technology sector will be able to proficiently use data in policy planning, direction, operation and work implementation.
9 key task groups and solutions
The strategy emphasizes the development and completion of the legal corridor, which is to review, amend, supplement and promulgate legal documents related to the collection, management, sharing, exploitation and use of scientific and technological data; promulgate a list of databases, open data, big data, shared data under the management of the Ministry of Science and Technology; develop and promulgate technical regulations to connect and share data according to management areas; perfect regulations on data management, standardization of input data, sharing mechanisms, interconnection with the National Data Center; develop and promulgate a common set of rules on "data culture" in the science and technology sector, along with a system of values, rules and behaviors to promote the collection, sharing and use of data in a transparent, responsible and effective manner...
For data infrastructure development, build, maintain and upgrade the data collection and transmission infrastructure of the Ministry of Science and Technology and its affiliated units, ensuring connectivity, avoiding overlap and waste. Form a unified platform for integrating and sharing data of the Ministry of Science and Technology, connecting with the National Electronic Information Portal.
At the same time, maintain the connection of the Ministry of Science and Technology's cloud computing platform with the Government's cloud computing platform and with the enterprise cloud, meeting the business requirements, standards, and technical regulations serving the digital government; ensure that 100% of databases running on the platform reach information security level 3 or higher before 2028; build and develop the Ministry of Science and Technology's online public service portal for centralized management, connecting with the national public service portal, meeting the criteria of full-process online, integrated on multiple platforms to serve people and businesses...
Regarding data creation and development, the strategy clearly states that it is necessary to promote the collection, creation and comprehensive development of data under the management of the Ministry of Science and Technology, including: Science and technology activities; innovation; intellectual property; quality measurement standards; atomic energy, radiation and nuclear safety; digital transformation; post; telecommunications; statistical data, reports, assessments of science, technology, innovation and digital transformation.
Create and standardize master data, specialized data, and shared data of the Ministry of Science and Technology, and synchronize with the National General Database to serve management, operation, and implementation of administrative procedures and scientific research activities, technology development, innovation, and digital transformation.
Digitize records and results of administrative procedure settlement according to regulations; collect and develop data to serve the direction and administration of the Government, the Prime Minister and the leaders of the Ministry of Science and Technology; build large data sets, open data on science, technology and innovation to integrate, share and utilize shared data resources for ministries, branches and localities; develop a national open access platform on science and technology to collect and share open data sets on science, technology, innovation and digital transformation...
In addition, synchronously deploy big data technology, artificial intelligence (AI), cloud computing, blockchain technology... to serve data exploitation, management and optimization of information systems serving state management and providing public services.
Regarding data security, information security and personal data protection, the strategy states and implements measures to protect data, protect state secrets, data security, network security and information security during the collection, storage, processing, exploitation and use of personal data of relevant parties, ensuring compliance with legal regulations; ensuring identification and authentication of data users.
Building digital signature and authentication solutions, including: Establishing connections with the technical infrastructure of organizations providing specialized digital signature authentication services for public use; establishing connections with public digital signature authentication service providers.
In addition, integrate specialized encryption devices for sensitive and confidential data; determine data backup, storage and recovery mechanisms in case of data safety and security violations to ensure data integrity and prevent data loss.
The strategy specifies and establishes a mechanism for sharing and connecting data between units under the Ministry of Science and Technology and with ministries, branches, localities, research institutes, universities and enterprises; promotes connection and synchronization of the Ministry of Science and Technology's database with national databases (population, enterprises, education, health, etc.); encourages cooperation and promotes digital technology enterprises to develop the "Make in Vietnam" digital transformation platform; and forms a diverse data ecosystem.
Improving data quality and management emphasizes standardizing, digitizing and cleaning data in current databases; building a unified system of indicators and data catalogs; establishing a process for periodically checking and evaluating data quality; ensuring data is complete, accurate, reliable and reusable; researching and mastering data analysis and data processing technology; developing artificial intelligence models and blockchain algorithms applied to open data and big data suitable to the characteristics and needs of the Ministry of Science and Technology.
The strategy requires organizing training and capacity building for cadres, civil servants, public employees and workers in the field of science and technology data management and exploitation; building a team of data science experts in specialized fields to serve the work of analysis, forecasting and policy making.
Regarding the tasks of international cooperation in building, managing and exploiting data, the strategy emphasizes proactive and active participation in international and regional forums and initiatives on science and technology data, including research data sharing programs (open science), international open data networks, and mechanisms to promote data-based innovation; access, research, acquire and gradually apply international standards, regulations, technical guidelines and data governance models, ensuring compatibility, connectivity and sharing with the global science data system; aiming to build a national science data system that meets regional and international standards.
The Ministry of Science and Technology issues a detailed plan and organizes the implementation of the strategy; periodically evaluates the progress of implementation and adjusts the annual plan if necessary. Units under the Ministry of Science and Technology, within the scope of their assigned functions and tasks, are responsible for organizing the implementation of the contents of the data strategy; proactively integrating, exploiting, and sharing data; and implementing the annual or ad hoc reporting regime as required by the Ministry of Science and Technology.
At the same time, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and cities; research institutes, universities, enterprises and relevant organizations, within the scope of assigned functions and tasks, coordinate to implement the strategy; participate in contributing, developing, sharing and exploiting data according to the contents of the strategy.
The strategy sets out a vision for the year 2030, with the Ministry of Science and Technology becoming a pioneer in digital government, leading the national ecosystem of science, technology, innovation and digital transformation data; ensuring that data becomes a strategic resource, created, managed, shared, exploited and used effectively, safely, transparently and responsibly.
Scientific and technological data become valuable national assets, the country's digital knowledge foundation, contributing significantly to making Vietnam a start-up and innovative nation based on knowledge, technology and data.
