According to the Ministry of Ethnic Minorities and Religions (MEC), the management of beliefs and religions in large areas, especially remote, mountainous and border areas, still faces many challenges.
The number of religious establishments and followers is large, some religious establishments show signs of taking advantage of the time of administrative unit mergers to build illegally, violating land regulations. In addition, religious activities on cyberspace are also complicated, causing difficulties for management.
Focus on disseminating environmental and land laws and policies
Faced with that reality, in recent times, the Ministry of Ethnic Minorities and Religions has proactively coordinated the organization of 11 conferences to disseminate and popularize the law, attracting about 1,800 religious dignitaries, officials and followers to attend. The conferences focused on guiding the implementation of legal regulations related to administrative organization arrangement and implementation of the 2-level local government model, in order to help religious organizations clearly understand and properly implement legal regulations during the transition process.
Along with that, the Government Committee for Religious Affairs (Ministry of Ethnic Minorities and Religions) also organized 6 more thematic conferences, with the participation of about 1,200 dignitaries, officials, and followers; focusing on disseminating legal policies on environment and land. These are areas that have a direct impact on the activities of religious establishments.
Not only raising legal awareness, the conferences also act as a bridge to help dignitaries and followers understand the goals and significance of streamlining the state apparatus and merging administrative units. From there, they themselves become active propaganda forces in the community of believers, contributing to spreading consensus and support throughout society.
In parallel with the propaganda work in the religious community, the Ministry of Ethnic Minorities and Religions also coordinated with the Ho Chi Minh National Academy of Politics to deploy a training plan for cadres and civil servants from the central to local levels. Through Official Dispatch No. 1769/BDTTG-TCCB dated August 25, 2025, the Ministry registered to organize specialized training courses on decentralization, delegation and clear division of authority between government levels in the fields of ethnicity, belief and religion.
This is a strategic and long-term preparation step, aiming to ensure that the post-merger apparatus is operated in a streamlined and efficient manner; thereby improving the effectiveness of state management in the religious field in the current context.
